Community reintegration is a humane policy of the Party and State, aiming to facilitate people who have completed their prison sentences soon become useful citizens, contribute to maintaining social order and safety and socio-economic development in accordance with the spirit of the Resolution of the 13th Party Congress.
Thanks to efforts of party committees, authorities, and social organizations to promote the advisory and core role of the public security force, community reintegration work has achieved important results, creating positive changes in awareness and enhancing the responsibility of agencies at all levels, sectors, unions and the entire society in caring, creating conditions and helping people who have completed their prison sentences to stabilize their lives.
Many models of management, education, and help people who have completed their prison sentences have attracted the active participation of relevant agencies, organizations, and people. However, these models are mostly spontaneous so they lack sustainable resources to support people who have completed their prison sentences to have jobs, stabilize their lives, and reintegrate into the community.
Based on the current situation, the Ministry of Public Security has discussed and received very active consensus and support from the Bank for Social Policies and relevant ministries, branches and agencies in the process of researching and proposing the Prime Minister to promulgate Decision No. 22.
This is the first time Vietnam has a very specific mechanism to create conditions for people who have completed their prison sentences to access and borrow preferential loans from the Bank for Social Policies to learn vocational skills, do business, and create a new life, and at the same time has a mechanism to encourage businesses to create jobs and employ people who have completed prison sentences.
Decision No. 22 demonstrates the Prime Minister's interest in mobilizing resources to implement credit policies for people who have completed their prison sentences, including capital from the annual local budget entrusted to the Social Policy Bank. Implementing this is also contributing to better implementation of Directive No. 40-CT/TW dated November 22, 2014 of the Party Secretariat on strengthening the Party's leadership over policy credit and Conclusion. No. 06-KL/TW dated June 10, 2021 of the Party Secretariat on the implementation of Directive No. 40-CT/TW.
The State Bank of Vietnam affirmed that this is one of the very humane and practical policies of the Party and State towards those who make mistakes.
“In the past, when this policy did not exist, commercial banks also lent money to people who made mistakes. For example, in Hoa Vang district of Da Nang city, the Bank for Agriculture and Rural Development each year gave loans to about 20-30 people who have made mistakes, and advised them on how to use the loans. This not only helps the wrongdoers, but also help their families stabilize their lives," said Deputy Governor of the State Bank of Vietnam Dao Minh Tu.
The government requested relevant bodies to strictly implement Decision 22 of the Prime Minister, focusing on seven contents, specifically:
The Ministry of Public Security needs to direct local police agencies to coordinate with relevant agencies, departments, and organizations to advise local Party committees and authorities to implement Decision No. 22 effectively, transparently, and in accordance with the provisions of the Law in order to bring this humane policy into real life; offering advice to the People's Council and People's Committee at the provincial and district levels to arrange local budget capital entrusted to the Social Policy Bank for lending this subject; closely coordinate with the Social Policy Bank in the process of loan supervision and debt collection.
The Social Policy Bank needs to properly implement lending processes and procedures in accordance with regulations, creating the most favorable conditions for people who have completed their prison sentences and for production and business establishments to have access to preferential capital and at the same time to be proactive to ensure capital for this type of loans.
The Vietnam Fatherland Front and socio-political organizations pay attention and regularly organize supervision so that the implementation of this policy is in accordance with the principles, purposes, and provisions of the law; relevant ministries, based on their assigned functions and tasks, actively coordinate with the Ministry of Public Security and the Social Policy Bank during the implementation process.
People's Committees at all levels, local departments and organizations need to have a correct awareness of the important position, purpose and meaning of credit policies for people who have completed their prison sentences and fully implement the tasks assigned in Decision No. 22.
