Mr. Lam Hai Giang, Binh Dinh Province’s Vice Chairman, Head of the Steering Committee for Human Rights of Binh Dinh province, told the conference that Binh Dinh authorities have focused on the work of ensuring human rights. The Party Committees and governments at all levels have effectively implemented guidelines and policies for socio-economic development, improving the material and spiritual life of the people; ensuring the legitimate rights and interests of citizens, especially in the fields of social security, poverty reduction, religious freedom and resolving people's complaints and denunciations...

The fight against activities that take advantage of issues of democracy, human rights, ethnicity, and religion to sabotage the state has been stepped up and achieved positive results. Therefore, the political security situation, social order and safety in the province are stable, effectively serving socio-economic development in the province.

Giang emphasized that this conference plays a very important role in fostering knowledge, raising awareness and responsibility of state agencies at all levels, socio-political organizations and especially the officials who directly direct, advise and carry out human rights work in the province. At the same time, the conference effectively serves the work of preventing, detecting and fighting against activities that abuse democracy, human rights to sabotage the state; thereby well performing the task of ensuring and promoting human rights in the new situation, especially when Vietnam has become a member of the United Nations Human Rights Council for the 2023 - 2025 term.

At the conference, attendants heard presentations on the topics: Rights of ethnic minorities and sabotage against Vietnam and human rights work in the new situation. The rapporteurs provided comprehensive information, updating the practical situation of ensuring and fighting for human rights in the current situation; knowledge about ensuring religious and national freedom and experiences in the process of ensuring and protecting human rights.

Major General Nguyen Van Ky, Deputy Chief of the Office of the Government’s Steering Committee on Human Rights, emphasized that human rights work is the responsibility of the entire political system; Democracy and human rights are still the main directions that hostile reactionary forces exploit to promote "self-transformation" elements internally and incite a number of opponents in the context of 2023 being a pivotal year for Vietnam to carry out its duties as a member of the United Nations Human Rights Council for the 2023 - 2025 term, participating in the process of protecting the International Convention on the Elimination of Racial Discrimination (CERD), International Covenant on Civil and Political Rights (ICCPR) and the universal periodic review mechanism of cycle IV.

Therefore, it is necessary to focus on implementing both protecting and fighting for human rights in the fields of: raising awareness, ensuring the promotion of human rights, information and propaganda about human rights and fight against plots and activities that take advantage of democracy and human rights issues to sabotage the state of Vietnam.

This is the task of state agencies at all levels, sectors and the entire political system. Human rights training for grassroots officials needs to be carried out regularly to raise and unify awareness of human rights issues. Human rights work must closely combine "building" and "fighting", maintaining internal stability, socio-economic development, and ensuring human rights in the political, economic, social and cultural fields to create a solid basis for the fight against slander and distortion of hostile forces.
