Sound decisions, effective action

The past term unfolded in an exceptionally challenging context: the pandemic, global economic slowdown, increasing urbanization pressures, and the simultaneous escalation of infrastructure, environmental, population and flooding issues, creating unprecedented strain. The most valuable achievement was that the City did not retreat, did not allow its development momentum to break, and maintained its role as the nation’s growth engine.

What is noteworthy is not only the growth figures, but the way the City overcame difficulties: steadfast in goals, unified in leadership, drastic in direction, and serious in organization and implementation. Reality shows that during the most challenging times, the leadership role of the City Party Committee was clearly demonstrated through maintaining principles, and upholding discipline and order, and the responsibility of each level and individual, especially the heads.

An important shift for HCMC in this term is the innovation of leadership and executive thinking. The City not only focused on solving immediate problems but also gradually moved toward development-enabling thinking: being more proactive in designing development space, restructuring the economy, innovating the growth model, and improving governance validity and efficiency.

This is also the concretization of the consistent requirements in Party documents: rapid but sustainable development, growth associated with improvement of people's quality of life; and innovation coupled with discipline and responsibility.

The spirit set by the 13th Congress as a center of intelligence, solidarity, and innovation has gradually been concretized into the daily work of the entire political system and each management field of the City.

A major mark of this term is the National Assembly's issuance of Resolution No98/2023/QH15 and Resolution No260/2025/QH15 on specific mechanisms and policies for the City. That affirms a very clear mindset: HCMC is not just a large locality but a national growth pole. 

At the same time, this is also a very clear requirement: the City must organize the implementation of those mechanisms seriously, effectively, and transparently; turning right policies into specific, measurable results in practice.

The HCMC Party Committee and people well understand that the mechanism is only a necessary condition, while the sufficient condition is the capacity for organization and implementation. Daring to think and daring to do must go hand in hand with knowing how to do, doing thoroughly, and taking responsibility to the end. Every policy must be tested by actual effectiveness, by the changes in people's lives and the competitiveness of the City's economy.

Throughout the term, the City gradually shifted from a growth model relying heavily on real estate and traditional services to a model based on more sustainable drivers: science-technology, digital economy, finance, logistics, and modern, environment-friendly industries.

Along with that is the shift from isolated development to development within the regional economic space, closely linking with the Southeast region and the Mekong Delta, in line with the Party's major orientation on balanced and harmonious development between regions, promoting comparative advantages and creating the combined strength of the economy.

Growth momentum

The achievements of the 13th Party Congress term are the foundation for HCMC to enter a higher development stage in the term of the 14th Party Congress. On the path toward the 2030 targets and the 2045 vision, the City must rise more clearly to become a financial center, innovation center, a technology hub, and a hub connecting the region and the world.

HCMC has set the goal of becoming, by 2030, a civilized and modern metropolis, a dynamic innovation center with deep international integration, and a prominent city in Southeast Asia. Looking to 2045, the City aspires to be among the world’s top 100 cities in terms of quality of life, a leading economic, financial, service, education, and healthcare center in Asia, an attractive global destination, and a city that is distinctive, sustainable, and rich in cultural identity.

To realize these goals, the key and enduring mission of the HCMC Party Committee is to build the City into a center of intellect, unity, and innovation, with sufficient leadership capacity to guide the City into a new phase of development that is faster, more effective, more sustainable, and more contributory to the nation.

Intellect, unity, and innovation are not merely slogans, but political commitments and standards of action. Every cadre, Party member, and resident of the City must work together to turn aspiration into action and goals into results, so that HCMC truly deserves to be a convergence of intellect and a growth engine for the entire country.
