The Department of Industry and Trade of Cao Bang province has chosen "developing e-commerce with the goal of supporting cooperatives, companies and business households to find outlets and consume agricultural products and other products" as the breakthrough solution.
Cao Bang province's e-commerce development plan for the period of 2016-2020 and 2021-2025 is designed with contents to promote digital transformation: dissemination of laws on e-commerce, improving awareness and capacity for employees of state agencies and businesses; promoting the provision of online public services; enhancing infrastructure capacity and support services for e-commerce; promoting e-commerce applications to expand consumption markets for local goods, and supporting the digital transformation process of businesses.
Based on Resolution No. 11-NQ/TU of the Party Committee of Cao Bang province on building e-government, towards digital government, digital transformation to 2025, with a vision to 2030, the Department of Industry and Trade has chosen "developing e-commerce with the goal of supporting cooperatives, companies and business households to find outlets and consume agricultural products and other products" as the breakthrough solution.
To effectively implement the e-commerce development plan, the Department of Industry and Trade of Cao Bang province has organized training classes to improve capacity for officials of state agencies and law enforcement teams on e-commerce; propagate and disseminate legal knowledge on e-commerce, update the development situation of e-commerce domestically and internationally.
Since 2019, the department has coordinated with related agencies to organize training on e-commerce for nearly 1,700 people, who are officials of state agencies, businesses, cooperatives, and business households in the area; support 24 units to build and operate data management software under the project to support enterprises, cooperatives, production and business households to build e-commerce solution software; multi-channel marketing system supporting online sales promotion and smart sales management software; manage and operate three e-commerce software systems; and introduce 3,806 products on e-commerce platforms.
The department has regularly monitored and updated information on the e-commerce activities management portal (http://online.gov.vn) of the Ministry of Industry and Trade, to better manage electronic websites/portals of businesses in the province.
Currently, there are 120/125 administrative procedures under the jurisdiction of the Department of Industry and Trade that have been implemented at level 4 on the Cao Bang Provincial Public Service Portal and integrated on the National Public Service Portal.
The department has also supported local businesses to apply e-commerce through disseminating legal regulations and training and guiding businesses, cooperatives, and business households in the province to apply e-commerce solutions for production and business.
In 2022-2023, the agency organized 36 training classes on e-commerce application skills for 1,300 people, who are representatives of businesses and cooperatives, households and individuals in extremely difficult communes in ethnic minority and mountainous areas of Cao Bang province.
The department has carried out projects to support businesses, cooperatives, production and business households in building e-commerce solution software such as data management software for 5 units (2019); the multi-channel marketing system supporting online sales promotion for 7 units (2020); and the smart sales management software for 12 units (2021).
Currently, the Department of Industry and Trade of Cao Bang is managing and operating 3 software systems, and has been supporting businesses, production and business units, and distributors to promote, introduce, and connect with product consumption online, including: Online map of Vietnamese goods distribution (http://caobang.etix.vn), the system of online fairs and exhibitions in Cao Bang province (http://caobang.ifair.vn), and Cao Bang province's e-commerce transaction portal (http://caobangtrade.vn).
In order to support domestic businesses to connect with domestic and international e-commerce platforms, the Department of Industry and Trade has actively propagated and informed about programs and seminars to support Vietnamese businesses in accessing the world market through Amazon.com, promoting exports through Alibaba.com.
The agency has also assisted local businesses to participate in online trade promotion programs organized by the Department of Trade Promotion under the Ministry of Industry and Trade; the "Vietnamese Online Booth" program of the Department of E-Commerce and Digital Economy (Ministry of Industry and Trade) and major e-commerce platforms in Vietnam like Sendo.vn, Voso.vn and Tiki.vn organization.
The agency has helped local households to introduce their agricultural products on e-commerce platform under Plan No. 2529/KH-UBND of the Provincial People's Committee; promote the digital store development program of Cao Bang province on e-commerce portals and platforms namely Voso.vn, Postmart.vn, and Caobangtrade.vn.
According to statistics on "tmdt.mic.gov.vn", Cao Bang province currently has 3,806 products on e-commerce platforms, with a total number of transactions of 21,139 by the end of 2023.
So far, Cao Bang province has had 164 typical products, including 97 OCOP products, with 9 products achieveing the 4-star OCOP standards, introduced on the Cao Bang province e-commerce transaction portal.
