Under the decision, Standing Member of the Party Secretariat Tran Cam Tu serves as Head of the Central Steering Committee on the Development of Vietnamese Culture.

The Deputy Heads of the Committee are Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man.

Minister of Culture, Sports and Tourism Nguyen Van Hung serves as Permanent Member of the Steering Committee.

The functions, tasks, powers, working regulations and coordination mechanisms of the Central Steering Committee on the Development of Vietnamese Culture shall be implemented in accordance with Politburo regulations.

Speaking at the national conference on February 25 to disseminate and implement Resolution No. 80, Party General Secretary To Lam emphasized that the greatest challenge facing culture today is not merely a shortage of resources, but the risk of erosion of value systems, deviation in behavioral standards, pragmatism, verbal violence, fake news, misinformation and the intrusion of toxic elements in cyberspace. Without timely cultural revitalization, Vietnam may achieve rapid short-term growth but lack a long-term foundation. People may become wealthier yet poorer in standards, self-respect, civic responsibility and aspiration to contribute.

Resolution No. 80 of the Politburo on the development of Vietnamese culture clearly affirms that cultural and human development constitute the foundation, an important endogenous resource, a powerful driving force, a pillar and a regulatory framework for rapid and sustainable national development.

Cultural values must be closely and harmoniously integrated, permeating all aspects of social life - from politics, economics and society to environment, national defense, security and foreign affairs - truly becoming the nation’s soft power in a new era.

The Politburo has set a target that by 2030, at least 2% of total annual state budget expenditure will be allocated to culture, with gradual increases in line with practical requirements.

Cultural industries are expected to contribute 7% of GDP, with the formation of five to ten national brands in potential fields such as cinema, performing arts, cultural tourism, design and fashion.

Another objective is to successfully build five internationally recognized art festival and cultural event brands in cinema, music and fine arts; establish one to three additional Vietnamese cultural centers abroad, prioritizing comprehensive strategic partner locations; and secure recognition and inscription of five more cultural heritage elements by UNESCO.

Looking toward 2045, the Politburo stresses the goal of building and developing an advanced Vietnamese culture imbued with socialist orientation, in which people are the center, the subject, the goal and the driving force of development. Cultural values will serve as foundational norms, permeating every sphere of social life.

Vietnam aims to become an attractive destination for major regional and international cultural and artistic events, and to emerge as one of the dynamic centers of cultural and creative industries.
