His goal in injury time saved his team from a second loss in a row and silenced his critics.
Hosts Đà Nẵng needed just five minutes to open the scoring through Patrick Edson, but were pegged back by Gabriel Davis five minutes later.
They went ahead 20 minutes after the interval when Junior Claudecir nodded home.
Coach Lê Huỳnh Đức brought Chinh on, and was rewarded with a header from close range.
"We played on the counter-attack. We got our equaliser and went ahead. But we let them level the score in the last minute. It is a regret, but congrats to Đà Nẵng because they did not give up," said coach Hoàng Văn Phúc of Quảng Nam.
Coach Đức said his team should have won, but were unable to finish the match off.
Chinh said his goal would ease the pressure on him.
In the earlier match, former champions Sông Lam Nghệ An beat Becamex Bình Dương 2-1 to enter the top three.
Olaha Michael and Cao Xuân Thắng netted for the hosts while Nguyễn Anh Tài narrowed for the visitors.
With the win Sông Lam Nghệ An and top two HCM City and Hà Nội are undefeated teams after three matches.
Teams will have a one-month break as the U23 squad head for the Asian Championship qualifiers which will be aired live on VTC1 and VTC3 and broadcast on Radio Voice of Việt Nam. — VNS
