Within the framework of Vietnam’s National Innovation Startup Day (TECHFEST 2025), CMC Technology Group introduced a comprehensive digital transformation ecosystem targeting wards and communes across the country.

The solution suite is designed to restructure grassroots administrative operations into a leaner, more transparent, and more effective model - enabling governance powered by data and digital technology, in line with Vietnam’s vision of building a Digital Government.

TECHFEST 2025 continues to serve as a national-scale convergence for the innovation startup ecosystem, gathering ministries and agencies, local governments, universities, research institutes, businesses, investment funds, and startup communities from both Vietnam and abroad.

In his remarks at the event, Prime Minister Pham Minh Chinh emphasized the importance of whole-of-society innovation as a new driver of growth. He reaffirmed the national goal of positioning Vietnam as an attractive destination for global innovation communities, technology talent, and knowledge resources.

Ward- and commune-level digital transformation: the “backbone” of data-driven public administration

According to CMC, comprehensive digital transformation means more than simply digitizing procedures. It is a strategic restructuring of public administration to enable unified, grassroots-level governance. This shift aims to reduce information latency, enhance service delivery, and elevate operational transparency and effectiveness.

The ecosystem is structured around three strategic pillars, aligning with government direction:

Pillar I  -  Digital Government: modernizing internal operations toward a “paperless office”

This pillar modernizes the management and execution capabilities of grassroots administrations. It introduces workflow automation and intelligent monitoring tools that enable faster, more accurate decision-making.

Key systems include digital document management, an e-one-stop administrative portal, operations IOC (Integrated Operations Center), reporting and KPI dashboards, and various specialized applications.

The goal is to establish a truly digital office - minimizing paperwork and standardizing administrative procedures.

Pillar II  -  Digital Society: citizen-centric, strengthening two-way interaction

This pillar focuses on simplifying administrative processes for citizens and improving access to public services. It introduces multiple user touchpoints including mobile applications, kiosks, portals, and AI-powered digital assistants.

These tools not only save time and reduce travel for citizens but also enhance feedback mechanisms and improve service quality oversight.

Pillar III  -  Digital Economy: boosting local production and expanding market access

This pillar helps localities manage supply and demand, labor, business households, and essential service provision. It also facilitates the promotion of local products - such as OCOP-certified items, agricultural goods, and regional specialties - into broader markets.

The goal is to promote sustainable development driven by digital data, enhancing local economic resilience.

CMC emphasized that the ecosystem’s core value lies in increasing the efficiency of state management, saving costs, optimizing resource allocation, and building an interoperable digital infrastructure - laying the groundwork for a "service-oriented government that enables development."

“Dare to think - dare to do”: from strategy to solutions deployed at the grassroots

At TECHFEST 2025, CMC Chairman Nguyen Trung Chinh emphasized the pioneering spirit of private technology enterprises in driving innovation: “CMC chooses to dare to think - shaping strategy and developing an AI transformation framework (AI-X) early on - and to dare to do - by investing in mastering core technologies and turning them into tangible products and solutions. This ward- and commune-level digital ecosystem marks a step toward making technology truly 'run' in practice, serving citizens on the frontlines.”

He also noted that, as a leading private technology enterprise, CMC recognizes its responsibility to spearhead R&D, foster “Make in Vietnam” capabilities, and develop scalable digital systems that safeguard national data and digital sovereignty.

An eight-solution suite: a digital transformation platform and seven “Make in Vietnam” solution modules

In addition to the transformation platform, CMC introduced an eight-part solution suite built with a modular and platform-based approach.

This includes one central digital platform and seven digital solution modules to support various aspects of grassroots public service delivery.

Representative solutions in the ecosystem include:

C-Vision: An AI-powered vision system for security, traffic, and urban monitoring.

C-Agent and CLS: AI assistants that support government officials in processing tasks and performing rapid lookups. The CLS module is particularly geared toward legal documents and regulatory compliance.

C-AI Office: A digital office platform that streamlines workflows, reduces paperwork, and increases productivity.

C-Health, C-ID, and C-Notary: Modules covering essential areas such as digital healthcare, digital identity verification, and e-notarization.

CMC highlighted that the ecosystem is designed for phased deployment - addressing core needs first and scaling up gradually. All solutions are intended to be deployed on domestic infrastructure to ensure data sovereignty and national security.

Dr. Le Minh, Chief Technology Officer at CMC, shared insights into the development philosophy behind the solution suite. The ecosystem, he said, is grounded in “platformization” and “modularization,” enabling rapid deployment and operational simplicity while supporting scalability. 

“We build the ecosystem on a digital transformation platform to create standardized data and processes. That becomes the runway for AI to deliver real impact, paving the way for structured AI-X implementation,” he said.

CMC stated that the next implementation roadmap will focus on identifying priority challenges, launching pilot deployments, and evaluating effectiveness through service metrics and operational indicators. At the same time, CMC will complete data governance and information security frameworks to ensure secure and scalable expansion.

With the debut of this ecosystem at TECHFEST 2025, CMC aims to help modernize local governments, bridge regional digital divides, and lay a strong data foundation to support Vietnam’s entry into the AI-X era.
