On June 26, 2026, at the headquarters of the Hanoi People's Committee, the two sides signed a Memorandum of Understanding (MOU) to promote the development of digital government, the digital economy, digital society and digital citizens. The agreement forms part of Hanoi's strategy to cooperate with Vietnam's leading technology enterprises as the capital seeks to become a national hub for science and technology, innovation, digital transformation and AI transformation.

Beyond establishing a cooperation framework, the MOU outlines a series of key programs and projects with clear implementation roadmaps. These initiatives align with the spirit of Resolution 57 of the Politburo, promoting the role of technology enterprises in researching, developing and applying strategic Make in Vietnam technologies.
A representative of the Hanoi People's Committee said the signing of agreements with major technology companies including CMC, Viettel, MobiFone, VNPT and FPT is intended to mobilize social resources to support the city's comprehensive digital transformation and AI transformation during the 2026-2030 period. The parties will work together to deploy solutions that enable citizens, household businesses and small and medium-sized enterprises to access digital platforms, digital services and emerging technologies.
According to Nguyen Trung Chinh, Chairman of the Board and Executive Chairman of CMC Corporation, Hanoi is where CMC was founded and has grown for more than three decades. The corporation therefore aims to make a deeper contribution to the city's government modernization, digital economy development and AI City model.

Infrastructure for the AI ecosystem
Under the agreement, Hanoi and CMC will study the development of a centralized, mixed-use digital technology zone integrating data centers, cloud infrastructure, AI, R&D centers, innovation spaces, business incubators, research institutes, universities and digital workforce training systems.
CMC aims for the project to become a new technology growth hub capable of attracting businesses, experts and international investors while gradually establishing a large-scale AI-Cloud-Data-Information Security ecosystem in Hanoi.
The two sides will also study the development of an Education and Research Complex focused on AI, semiconductors and digital technologies. Through CMC University, the corporation will connect education, research, business and technology transfer. Projects in Thuong Cat and Hoa Lac are expected to become core components of Hanoi's ecosystem for science and technology, innovation and high-quality human resources.
Bringing AI into urban governance
One of the central pillars of the cooperation program is the application of AI in urban governance and public service delivery.
The two sides will study the development of an AI Camera ecosystem and a unified citywide AI Video Analytics platform serving public security, traffic management, urban administration and government operations. The Make in Vietnam AI Camera solution is designed to ensure data sovereignty, information security and technological independence. The model is expected to be piloted in five to 10 communes and wards before broader deployment.
CMC will also develop a Public Administrative Virtual Assistant powered by generative AI and AI Agents, integrated with the C-AI Legal system to help citizens access online public services around the clock. The platform will also assist government officials in searching legal documents, administrative procedures and work-related information. A commune- and ward-level digital transformation and AI transformation model based on the C-Gov platform is expected to be piloted in three to five administrative units in 2026.
Connecting innovation
Alongside digital infrastructure and AI platforms, the cooperation program places strong emphasis on developing digital talent. CMC will coordinate training programs for government officials and civil servants while supporting small and medium-sized enterprises, household businesses and citizens in strengthening their capabilities in AI, data and digital technology platforms.
As part of the program, Le Thanh Son, Executive Vice President of CMC Corporation and Vice Chairman of the Management Board of the Hanoi Venture Capital Fund, participated in the signing of two Memorandums of Understanding promoting innovative startups and strengthening Vietnam-Japan investment links between the Hanoi Department of Science and Technology, the Hanoi Venture Capital Fund, international partners and universities. CMC also signed a cooperation agreement with HIC to support innovative enterprises in expanding markets, connecting with partners and developing the technology startup ecosystem.

The cooperation programs will connect government agencies, businesses, research institutes, universities and technology experts to develop new solutions and accelerate the commercialization of research outcomes. Collaboration with Japanese partners also creates opportunities in AI, semiconductors, green technology, new materials, digital transformation and AI transformation.

According to Nguyen Trung Chinh, the defining characteristic of the cooperation program is that its strategic objectives are translated into concrete projects and implementation roadmaps shared by both government and business.
"We expect the cooperation commitments to be quickly translated into action programs and concrete projects. This pioneering approach helps remove implementation bottlenecks while creating momentum for enterprises to invest more boldly in the research and development of Make in Vietnam technology products that support the country's development," Chinh said.
With its Make in Vietnam ecosystem spanning AI, Cloud, Data and Information Security, CMC has reaffirmed its commitment to supporting Hanoi in building digital government while advancing the digital economy, digital society and digital citizens. The 2026-2030 agreement establishes a foundation for new development models driven by data, AI and innovation, contributing to Hanoi's ambition of becoming a "Cultured - Civilized - Modern - Happy" capital and a national model for AI transformation.
