CMC highlights infrastructure and governance as pillars of AI sovereignty
A key discussion at the forum focused on "AI Sovereignty," with CMC TS Chief Technology Officer Le Minh among the panelists.
He outlined the conditions Vietnam needs to gradually strengthen its AI capabilities and technological independence, covering digital infrastructure, data, AI development and governance.
According to Minh, advancing AI in Ho Chi Minh City and across Vietnam requires particular attention to two priorities.
The first is building robust technology infrastructure, including high-performance computing systems, data centers and telecommunications networks. These provide the computing power and connectivity needed for AI research, model training and deployment.
The second is developing and mastering AI technologies created by Vietnamese companies to address specific market and social needs.
These could include specialized AI assistants for professional fields such as legal services, where solutions must respond to distinct operational requirements.
Minh stressed that AI sovereignty is not simply about possessing advanced technologies. It also depends on effective governance, control over data and dependable infrastructure.
He compared AI to a car: a powerful engine is essential for performance, but an effective braking system is equally important for maintaining control and ensuring safety.
In the same way, AI development must be accompanied by appropriate safeguards, clear rules for its use and accountability throughout implementation.

Moving from AI adoption to organization-wide governance
According to the CMC representative, AI is becoming increasingly common in everyday life, businesses and the public sector.
Yet adopting AI across an entire organization involves more than introducing new tools.
Organizations need clear governance frameworks, procedures for monitoring and validating AI-generated outputs, and appropriate operating principles.
Such measures are essential for building trust, reducing risks and ensuring that AI delivers meaningful value.
Minh also highlighted the importance of an open innovation environment in Ho Chi Minh City.
To nurture its AI ecosystem, the city should continue developing mechanisms for collaboration, identifying real-world challenges that technology can help solve and creating opportunities for businesses to participate.
Combining the public sector's understanding of local conditions, data resources and administrative processes with the research, development and implementation capabilities of technology companies could help bring AI solutions into practical use more effectively.
Working with Ho Chi Minh City to accelerate AI transformation
Through its exhibition and participation in discussions at the forum, CMC reaffirmed its commitment to working with the Vietnamese Government, Ho Chi Minh City authorities and the business community to advance digital and AI transformation.
The company highlighted the importance of developing digital infrastructure, strengthening domestic technological capabilities and promoting practical AI applications that can support public administration and business operations.
Its participation also reflected a broader ambition to contribute to Vietnam's development of a more capable and self-reliant AI ecosystem, where technological innovation is supported by effective governance and cooperation between the public and private sectors.
