Lieutenant General Giang was born in 1960, a native of the northern province of Thai Nguyen.

Lieutenant General Giang has held various positions: Head of Division 312, Commander of Corps 1; Deputy Chief of the Vietnam People's Army and Commander of Military Zone 1.

He was Major General in 2009 and Lieutenant General in 2013. At the 12th National Party Congress, he was elected to the Party Central Committee.

Earlier, the National Assembly also approved General Ngo Xuan Lich as the Minister of Defence, replacing General Phung Quang Thanh, at the proposal from Prime Minister Nguyen Xuan Phuc.

General Do Ba Ty, Chief of the General Staff, Deputy Minister of Defense was elected as Vice Chairman of the National Assembly.

Lieutenant General Vo Trong Viet, Deputy Minister of Defense was also elected Chairman of the National Assembly’s Defense - Security Committee Committee.
