Chairman of a commune in the central province of Quang Binh has faced local opposition for using state funding to build a road leading to his home.

The road leads to Tho's house

A 130-metre concrete road to the house of Dinh Thanh Tho, chairman of Xuan Hoa Commune in Minh Hoa District was recently built. This has raised public concern as lots of local roads have not yet been concreted, particularly in densely populated areas.

The road runs through only four households, including Tho’s house and was not listed in the locality’s road network planning.

A local resident in Cau Loi 1 Village said that Xuan Hoa is a poor community. Many muddy roads have not yet rebuilt due to funding shortages.

Following the public outrage, Tho explained that the road is among six projects conducted in the commune under the government’s programme for new rural area development. The road which has a total investment of VND1.3 billion (USD56,521) was put into operation by late 2018.

“We prioritise road construction in disadvantaged and remote areas. The area near my house is often flooded when it is heavily rainy. It serves three other households, not only my family,” Tho elaborated.

Meanwhile, Bui Ah Tuan, chairman of Minh Hoa District People’s Committee, confirmed that the road does not belong to the locality’s planning so Tho’s explanation was unacceptable.

The district has reported the case to provincial authorities.
