Da Nang authorities have reviewed a five-year implementation of the Politburo’s Resolution No43 on developing the city to 2030, with a vision until 2045.
Da Nang Party Committee Secretary Nguyen Van Quang said the city has been growing well, moving towards modernity with the service sector making up 70 percent of its GRDP.
Da Nang has gained significant achievements in information technology, digital transformation, and building a smart city. The living standard of Da Nang residents has improved.
However, some goals set in Resolution 43 remain unattainable. One of the major reasons is the lack of a special regime to create resources to implement goals.
Nguyen Dinh Cung, former head of the Central Institute of Economic Management (CIEM), noted that with the current economic growth rates, Da Nang cannot reach the goals in its development planning. The capital from the state budget for Da Nang has been decreasing rapidly.
To drive Da Nang back to a growth trajectory, Cung suggested upgrading airports and completing highways that connect Da Nang and provinces in the north Central Highlands.
He temporarily exempting Da Nang from the obligation of State budget remittance until 2030. The central government should also allow Da Nang to attract investments under the Public Private Partnership mode, with no limitations on business fields and scales.
In addition, there should be measures to encourage and offer preferences to attract investors.
Cung suggested simplified investment procedures, direct appointment of contractors, and outstanding preferential policies on land-use rights.
DaNang should also be allowed to open casinos to travelers, both domestic and foreign. The number of casinos to open will be determined by the city’s People’s Council.
The policies for Da Nang should be mentioned in a new National Assembly’s resolution. This will play a decisive role in implementing the Politburo’s Resolution No43 and Da Nang development planning by 2030.
Deputy head of the Party Central Committee’s Economics Commission Nguyen Hong Son agreed with Cung that Da Nang should be allowed to implement a plan on developing the city into a large financial center in the region.
DaNang has been advised to set up more concentrated hi-tech zones to develop products in the fields of IT, electronics and telecommunications, software and digital content, IoT, AI, Big Data, 5G and semiconductor microchips.
