An official of the Da Nang Center for Development of High Quality Human Resources said since October 2014 this unit has taken legal proceeding against 15 talents who received scholarships to study abroad but did not return to work to ask them to repay the investment worth millions of USD.

Most recently, on May 26, the Da Nang People’s Court rejected the appeal of a scholarship recipient named Ho Viet Luan for compensation of nearly VND2.7 billion (over $100,000) to Da Nang City.

According to records, Luan participated in Da Nang’s project 922, under which the city granted VND2.7 billion scholarship for Luan’s four-year training course in civil and environmental construction engineering at the University of Nottingham in the UK from September 2010. In the contract signed with Da Nang, Luan committed to return to Da Nang after the course to work for at least seven years; otherwise he would have to pay compensation.

However, after the course, Luan stayed in the UK for three other years to pursue a PhD diploma with his own funding and without the consent of Da Nang authorities. The project 922 management board, thus, sued Luan and asked for compensation.

Da Nang has implemented project 922 since 2004, using state capital to fund 630 talented people to study abroad. About half of the participants have returned to the city to work.

About 20 people had to withdraw from the project for poor study records; 27 others were approved to withdraw; 15 people did not return to the city after graduation; 4 people worked for the city less than 7 years and then went abroad; and one did not accept the job as assigned by the city.

Since 2014, Da Nang authorities decided to only grant scholarship to post-graduate candidates or fund short-term training courses for public servants.
