Da Nang issues policy to attract high-level professionals. 

The policy aims to attract experts, scientists, individuals with exceptional talent, and support the training of officials, civil servants, and public employees.

Eligible applicants include public officials, civil servants, outstanding university graduates, talented young scientists, and top-tier experts, managers, and scientists of both Vietnamese and foreign nationalities. Individuals with special talent in culture, arts, or sports, as well as those contracted for public service roles, are also included.

The recruitment policy is applied in two forms: fixed-term labor contracts or task-based/project-based contracts.

For top-tier experts, managers, enterprise executives, and scientists, salaries are set at three tiers: $6,150/month, $4,100/month, and $2,050/month.

In task-based contracts, remuneration will be negotiated based on the field, job requirements, workload, and the applicant's capabilities and experience. Additional costs for travel, housing, and other support benefits may be included in the contract.

Individuals with special talents in culture, arts, or sports will receive a one-time support payment of $4,100 each. Proposed maximum monthly salaries include $1,025 for specialists and coaches and $820 for artists and athletes. These individuals will also receive support in work environment, accommodations, training equipment, and performance-based bonuses.

Recruited individuals may also receive up to 50% housing support during their time working in Da Nang, capped at $820/month for a maximum of one year.

For research projects, scientific initiatives, or valuable cultural and sports works, the person in charge is entitled to at least 30% of the commercialized profit or a bonus of up to $20,500 per project. Those winning major awards will receive a reward of $4,100 per achievement.

For those recruited or accepted as public servants or employees, Da Nang provides a one-time support payment based on educational qualifications: $8,200 for bachelor’s degree, $12,300 for master’s, $20,500 for PhD, $24,600 for associate professor, and $28,700 for professor.

These individuals also benefit from scientific research incentives, innovation programs, and technology development support, similar to those hired via labor contracts. Additional privileges follow the guidelines of Government Decree 179.

Beyond recruitment, the city promotes short-term high-quality training both domestically and internationally for government workers and employees. Participants must have relevant expertise, good performance records, and not be under disciplinary action. Training lasts up to six months.

Agencies and departments are encouraged to seek reputable training partners and organize annual quota-based courses. Participants will receive support in terms of work hours, salaries, allowances, and training costs.

The policy emphasizes that all implementation must be objective, transparent, and public. Recipients must be approved by the city’s chairman and are entitled to only one highest-level support tier based on qualifications and eligibility.
