On August 4, in response to public concerns regarding the land reclamation and artificial island project, Da Nang’s Department of Construction stated that the city is currently assigning relevant departments to develop a pilot proposal on special mechanisms and policies to promote the city as a national marine-driven urban hub. The proposal will be submitted to the central government for review.
During the proposal’s preparation and related procedural phases, authorities are studying geological, topographic, hydrological, and current flow factors in detail. Simultaneously, a comprehensive assessment of the environmental, landscape, and ecosystem impacts is being carried out to ensure that development is both sustainable and minimizes harm to the natural environment.
The Department emphasized that all feedback and ideas from the public concerning the coastal reclamation project will be seriously considered and submitted to the appropriate authorities as reference material for finalizing the proposal.
Previously, on Da Nang’s public feedback portal, several residents recommended that the city consider partial reclamation instead of constructing five artificial islands that would occupy nearly the entire bay. One citizen proposed developing a new tourism landmark called “Love Bay” within Da Nang Bay - an iconic feature and unique tourist attraction.
Others suggested that reclamation should be limited to the area from the Han River mouth to Thanh Khe, where the seawater is turbid and less favorable for eco-tourism. This area could instead serve as a financial, commercial, and man-made coastal development zone. In contrast, the stretch from Lien Chieu Ward to Hai Van Ward, known for its clear water, beautiful beaches, and proximity to the Cu De River, Hai Van Pass, and Son Cha Island, should be preserved in its natural state due to its ecological significance.
Regarding investment plans, in April 2025, the Da Nang People’s Council approved adding the bay reclamation project to the city’s 2025 public investment portfolio. The project is expected to span 1,428 hectares and feature five major islands with functions including international tourism, free trade and innovation, an international financial center, and modern entertainment complexes.
