Da Nang plans a sea encroachment project



A group of investors has suggested a $8 billion project, the Hoa Sen (Lotus) Island on Da Nang Bay, which would encroach on the sea. 

The Thanh Khe district’s Party Committee suggested encroaching on the sea in the area along Nguyen Tat Thanh Street to develop tourism services and hotel chains.

Huynh Van Thang, former deputy director of the Da Nang Department of Agriculture and Rural Development, who has been studying currents and hydrography for many years, said that in most cases, the sea encroachment does more harm than good. 

If Da Nang hurries to develop the project without thorough research on many aspects, it will suffer immeasurable consequences.

To date, the information about the project remains insufficient. It is still unclear how large the island would be. 

According to Thang, there are many questions that need answers. Will there be impact in the stormy season? How will sea currents be affected once the sea encroachment is implemented? And how will the wind and wave regimes be affected?

Da Nang needs to learn the lesson from the construction of the K83 petroleum depot on the foot of Hai Van Pass in Hoa Hiep Bac ward of Lien Chieu district. Its encroachment on Da Nang Bay led to a landslide and erosion hundreds of meters long.

As for the area along Nguyen Tat Thanh street near Da Nang Bay, he thinks the project can be designed in a way that would take full advantage of the wind and wave regimes, and the coast flow regime.

However, if Da Nang cannot choose the area suited for sea encroachment, the Truong Sa Road will be harmed.

Thanh said that Xangsane 2006 and Typhoon No 9 in 2009 brought serious damage to Nguyen Tat Thanh street.

As Nguyen Tat Thanh street is too near the water edge, the street pavement cannot sustain big waves in case of a strong typhoon.

An analyst also expressed his worry about the sea encroachment, saying that if Da Nang Bay continues to be encroached upon, the ecological balance and the terrain stability of the entire area would face high risks.
