The Tuan Chau Group, owned by Tuyen, wants to develop a mammoth project in HCMC which is 15 times larger than both Phu My Hung and Thu Thiem urban areas in total. The project – New City – is designed to be located in Cu Chi district, in the northern gateway.

New City, expected to cover an area of 15,000 hectares, would be a new urban center of HCMC designed to adapt to climate change and rising sea waters. 

An avenue along the Sai Gon River, connecting Cu Chi district in the suburbs of HCMC and central district 1, would be built. With estimated length of 59 kilometers and  average vehicle speed of 100 kilometers per hour, it would take only 20-30 minutes to travel from Cu Chi to district 1.

Chair of the HCMC Real Estate Association Le Hoang Chau on February 25 told the local press that Tuan Chau Group had discussed the projects and received support from city leaders.

According to Chau, the total investment capital for the project would be between tens and hundreds of trillions of dong.

Tuyen is famous for his huge assets and the title ‘Tuan Chau Island’s King’. Analysts say that Tuyen has become rich thanks to his ‘crazy’ ideas.

Finishing army service in the 1980s, Tuyen stayed in HCMC and tried many different jobs, including working as a waiter at pubs.

Later, Tuyen began manufacturing drinking water and fertilizer. Danh Thanh mineral water and Binh Dien 2 fertilizer sold very well because of few competitors. Within several years, Tuyen earned big money and owned thousands of taels of gold and properties.

Tuyen realized that Tuan Chau, which was then just a deserted island with no electricity and water, could be a ‘gold mine’. 

He decided to spend VND80 billion to do a ‘crazy thing’ – build a 2 kilometer road that links the mainland and Tuan Chau Island. In exchange, he could obtain the right to use 98 hectares of land on Tuan Chau.

Tuan Chau has become famous with 110 kilometers around the island, 55 entertainment complexes and villas, and the world’s largest marina, set up in the last 15 years.
