From January 6 to 8, the 53rd session of the Central Inspection Commission convened in Hanoi, chaired by Tran Cam Tu, Politburo member and Standing Secretary of the Party Secretariat.

The commission reviewed reports and recommendations concerning Mr. Duong Van An, a member of the Central Party Committee and current Party Secretary of Vinh Phuc Province.

During Mr. An's time as Party Secretary of Binh Thuan Province, he committed multiple violations of Party regulations and state laws.

These included lapses in fulfilling assigned responsibilities, failure to uphold anti-corruption, anti-waste, and anti-negativity principles, and breaches of Party ethics and conduct.

His actions resulted in severe consequences, reduced the credibility of local Party organizations and authorities, and warranted disciplinary action.

The Central Inspection Commission has proposed that the competent authorities consider and impose disciplinary measures on Mr. An.

Violations in Hanoi and Hai Phong civil judgment enforcement departments

The session also examined violations and accountability within the Party Committees of the Civil Judgment Enforcement Departments in Hanoi and Hai Phong.

These departments failed to adhere to democratic centralism principles, work regulations, and leadership responsibilities.

Their lack of oversight allowed violations by individuals and organizations in areas such as financial management, personnel appointments, and procedures for pardons and sentence reductions.

The misconduct led to serious consequences, damaging public trust and the reputation of the Party and the civil judgment enforcement sector.

The individuals held accountable for these violations included:

Hanoi Civil Judgment Enforcement Department (2015–2020, 2020–2025 terms)

Le Quang Tien (former Party Secretary and Director)

Le Xuan Hong (current Party Secretary and Director, former Party Secretary and Director)

Chu Quang Tien (former Deputy Party Secretary and Deputy Director)

Tran Quoc Thai (Party Committee member and Deputy Director)

Hai Phong Civil Judgment Enforcement Department (2020–2025 term):

Tran Hong Quang (Party Secretary and Director)

Pham Tien Binh (Deputy Party Secretary, Party Inspection Committee Chair, and Deputy Director)

Luong Van Lich (former Party Committee member and Deputy Director)

Disciplinary measures taken

Based on the severity of the violations and their consequences, the Central Inspection Commission decided to issue the following disciplinary actions:

Reprimand: Party Committees of the Civil Judgment Enforcement Departments in Hanoi (2015–2020, 2020–2025 terms) and Hai Phong (2020–2025 term), along with Le Xuan Hong, Chu Quang Tien, Tran Quoc Thai, Tran Hong Quang, Pham Tien Binh, and Luong Van Lich.

The Central Inspection Commission has urged the Party Committees of Hanoi and Hai Phong Civil Judgment Enforcement Departments to address and rectify the identified shortcomings and violations promptly.
