Effective January 1, 2025, domestic flight ticket prices in Vietnam are now capped at a maximum of 4 million VND (approximately 165 USD) for routes of 1,280 kilometers or longer, with varying caps for shorter distances.
New pricing regulations
The Ministry of Transport has issued a circular outlining the mechanisms and policies for managing domestic airfares and aviation-related services.
This regulation applies to basic economy class fares sold within Vietnam for domestic flights. These fares include essential services provided both on the ground and in the air, tailored to meet the needs of the majority of passengers.
Under the circular, ticket prices are categorized by flight distance into the following groups:
Routes under 500 kilometers (including routes for socio-economic development and others): maximum fares range from 1.6 to 1.7 million VND (66–70 USD) per one-way ticket.
Routes between 500 and under 850 kilometers: capped at 2.25 million VND (93 USD) per one-way ticket.
Routes between 850 and under 1,000 kilometers: capped at 2.89 million VND (120 USD) per one-way ticket.
Routes between 1,000 and under 1,280 kilometers: capped at 3.4 million VND (141 USD) per one-way ticket.
Routes of 1,280 kilometers or longer: capped at 4 million VND (165 USD) per one-way ticket.
Price components
The cap includes the total fare passengers must pay for a one-way ticket but excludes certain fees such as:
Value-added tax (VAT): Fees for services provided by airport operators, including passenger terminal services and security screening fees.
Additional service charges: The pricing structure reflects existing regulations that classify airfares by route group and establish ceiling prices to ensure affordability and transparency for passengers.
Impact on air travel: With the new pricing mechanism, passengers can anticipate greater consistency in ticket pricing across domestic routes.
Airlines and regulators aim to balance affordability with sustainable aviation operations while supporting the development of domestic air travel.
