Under the theme “Innovation and Creativity, Quality Improvement, Unity and Discipline,” MOET is dedicated to enhancing the quality of early childhood and general education. A primary objective is to improve the standard of foreign language instruction, particularly English, across various educational levels.

To this end, the ministry plans to research and implement a phased approach to making English the second language in schools.

Another focus for MOET this academic year is the effective implementation of the general education program for grades 5, 9, and 12. This includes a strong emphasis on innovating teaching methods and assessment practices to foster the development of students' qualities and capabilities.

MOET is also exploring strategies to further develop and support students who have excelled in international Olympiads, aiming to nurture their talents to the fullest extent.

Preparations are being made to ensure the 2025 high school graduation exam is conducted with the utmost safety, rigor, and impartiality. The results from this exam will be thoroughly analyzed and utilized for educational management and policy-making at both local and institutional levels.

In alignment with the 2018 General Education Program, preparations are also underway for college and pedagogical college admissions from 2025 onward, with a focus on maintaining quality and equity.

To further support educational excellence, MOET will introduce a set of academic integrity guidelines for scientific, technological, and innovative activities, ensuring adherence to international standards of honesty, responsibility, fairness, and transparency.

In addition, the ministry is preparing to pilot a new early childhood education program, reflecting its commitment to continuous innovation in educational offerings.

MOET is also focused on enforcing regulations regarding fee collections for the 2024-2025 academic year, aiming to enhance state management of these collections and ensure compliance with established guidelines.

Inspection and audit activities will be strengthened to ensure that all education and training laws and regulations are adhered to, fostering a healthy educational environment.

This will include inspecting the educational management responsibilities of local governments, the implementation of academic year tasks, the autonomy of higher education institutions, the opening of new programs, student recruitment, and training across various educational levels.

Additionally, the ministry will evaluate the effectiveness of investments in and the use of facilities and teaching equipment at educational institutions.
