Despite Hai Phong's recent record fine of VND70 million ($3,000) two months ago, their supporters used flares at the Cua Ong Stadium during their side's 4-2 defeat to Quang Ninh on Sunday.
Quang Ninh fans also let off flares.
The national federation also fined Nam Dinh FC the same amount of money as they failed to prevent supporters throwing things onto the pitch during the match against SHB Da Nang on Saturday.
Their head coach Nguyen Van Dung and technical director Nguyen Van Sy received warnings from the federation for shouting at the referees.
V.League 1 action returns on July 7 after a three-week break.
