On January 7, the National Assembly Standing Committee discussed the framework for a special oversight program focused on the implementation of environmental protection laws since the Law on Environmental Protection 2020 came into effect.
This high-level monitoring initiative will culminate in 2025.
The oversight will assess pollution control efforts for water and air quality, enforcement of environmental regulations, and prosecution of environmental crimes.
Four working groups will conduct direct inspections in 15 provinces and cities, including Hanoi, Ho Chi Minh City, Da Nang, Hai Phong, and others, from late June to the end of July.
A final report and draft resolution based on these findings will be submitted to the National Assembly during its 10th session.
Comprehensive evaluation of Hanoi’s pollution
Nguyen Dac Vinh, Chair of the Committee on Culture and Education, highlighted the urgency of addressing Hanoi's environmental pollution, suggesting a thorough assessment of its sources.
He called for investigations into industrial emissions, large manufacturing facilities, and agricultural waste management practices around Hanoi.
He noted that urban expansion often brings construction dust, and rapid growth intensifies environmental challenges.
Drawing a comparison, Vinh cited Beijing's success in curbing air pollution by relocating industrial operations to peripheral areas and increasing urban greenery.
Stronger policies for air pollution
National Assembly Vice Chairman Nguyen Khac Dinh emphasized the importance of policy recommendations under the principle that "polluters must pay."
He suggested charging for waste treatment proportional to the amount of waste generated.
Dinh also urged a focus on air pollution in Hanoi, given its pressing nature, and called for location-specific action plans.
Deputy Minister of Natural Resources and Environment Le Cong Thanh reiterated that while the government and Hanoi authorities have implemented measures, stronger actions are needed.
Thanh cited examples such as New York, which increased congestion fees and restricted vehicle access in heavily polluted areas.
He revealed that Hanoi’s People's Committee is planning similar actions and expressed hope that the oversight program would result in decisive policy changes, including updates to relevant laws and government decrees.
Thanh also assured that his ministry has detailed plans to collaborate with oversight teams and deliver actionable recommendations.
