Vietnam's Ministry of Finance will review the functions, responsibilities and organizational structures of several nationwide financial agencies, including the tax, customs, treasury, statistics and social insurance systems, as part of efforts to streamline the state apparatus.

The ministry's Office has released a notice conveying directives from the Minister of Finance regarding the continued implementation of tasks linked to the one-year review of the overall political system model and the two-tier local government structure.

Regarding organizational reform, the Department of Organization and Personnel has been assigned to lead a review of internal structures and coordinate with relevant units to propose further streamlining measures. The department will also assess the functions, responsibilities and organizational structures of nationwide agencies, including tax, customs, treasury, statistics and social insurance bodies, before reporting proposals to the Politburo.

The objective is to create a leaner organizational model, eliminate overlaps and reduce intermediary administrative layers.

The Department of State-Owned Enterprise Management has been tasked with reviewing the transfer of oversight responsibilities for major state-owned groups, corporations and enterprises that play leading roles in economic development, national defense and security. The review will consider shifting the remaining enterprises currently under the Government Party Committee to the supervision of relevant line ministries.

In the area of fiscal management, the State Budget Department has been assigned to review funding arrangements to ensure the stable and uninterrupted operation of government agencies at all levels. The department must also secure investment resources to support socio-economic development and prepare guidance for local authorities on both investment and recurrent expenditure.

The Statistics Office has been tasked with developing and providing guidance on methodologies for calculating Gross Regional Domestic Product (GRDP) at the commune level.

Meanwhile, the Department of Public Asset Management will continue reviewing legal bottlenecks and proposing amendments to outdated regulations governing public asset management and disposal, in line with the roadmap approved by the Politburo.

In the field of administrative procedures, data and public services, the Information Technology Department will work with the ministry's Office, the Tax Authority, the Department of State-Owned Enterprise Management, the State Treasury and other relevant units to identify and report operational issues that are affecting government administration and public service delivery for citizens and businesses.

Earlier reforms took effect on July 1, 2025, when the Tax Authority adopted a new organizational structure comprising 12 central-level units, 34 provincial tax departments and 350 local tax offices aligned with the two-tier local government model.

The Customs Authority currently operates under a three-tier structure consisting of 12 central-level units, 20 regional customs sub-departments and 165 customs offices located at border gates and non-border-gate locations.
