Initial investigations revealed that the couple who owned the house at No. 4, Nguyen Duc Canh Street, also ran a tailor shop on the first floor. When the fire-fighters broke down the house's locked door, they found fabric piled next to it. This fabric allegedly caused the fire and created clouds of thick smoke.

Local authorities had dispatched four fire engines and three ambulances to the spot to put out the blaze and rescue the victims.

However, the fire-fighters took a long time to get the fire under control because the house was located in a narrow alley that was inaccessible for the fire engines.
