Earlier that morning, a patrol team from District 1 Police was conducting routine checks in the area. They spotted Mr. R.C.J. on Nguyen Du Street, Ben Thanh Ward, with a plastic bag containing three cans of water-based paint, which he was using to graffiti the front of a resident's house.

He was promptly taken to the Ben Thanh Ward Police Station to document the incident and address the administrative violation.

Apart from the fine, Mr. R.C.J. was instructed to restore the affected area of the house door to its previous state.

Instances of chemical-based graffitiing are common in central Ho Chi Minh City, affecting both residential properties and public infrastructure. Typically, those responsible are young individuals or foreign enthusiasts of street graffiti art.

However, such images detract from the visual appeal of residential and public areas, negatively impacting the urban landscape.

District 1 Police advise residents to report any instances of graffitiing or vandalism on private residences or public structures promptly. They also encourage documenting such incidents through video or photographic evidence to aid in enforcing legal regulations.
