Nguyen Manh Quy, CEO of Viettel Cyberspace, representing a group of engineers developing a Vietnamese large-language model and virtual assistants for offices, said at a recent conference that the first version has been completed.

Viettel’s virtual assistant can provide answers about 20,000 valid legal documents. The documents integrated into the virtual assistant include laws, government decrees, and circulars issued by ministries and branches.

Virtual assistants need to be deployed on a large scale to collect as much feedback from users as possible, which will help improve performance. Viettel Cyberspace has asked the Ministry of Information and Communications (MIC) to give support to offer virtual assistants for civil servants.

Regarding cloud computing, a representative of FPT Cloud said revenue of the company in 2023 is expected to grow by 2.5 times over 2022. The company plans to obtain 30-40 percent of the domestic cloud computing market by 2026.

FPT has an ambitious plan to narrow the gap in market share between domestic and foreign firms. In order to do this, it has proposed that the government apply solutions to help domestic cloud computing firms, with the focus on financial support and legal framework that encourages enterprises to use Vietnam-made cloud infrastructure.

While praising Viettel’s efforts to develop virtual assistant, Minister of Information and Communications Nguyen Manh Hung said that the development of the virtual assistant is still at the beginning stage. He promised that MIC will help Viettel in the model development by gathering more people to try the assistant to improve the assistant’s knowledge. 

Hung said that Vietnamese technology firms are developing four virtual assistants to serve Vietnamese. 

One of the four is a legislative assistant that helps discover contradictory points when compiling legal documents. The second is a virtual assistant at court that helps ease the workload for judges. The third will support civil servants, while the fourth will give legal support to people. 

In terms of cloud computing, Hung affirmed that the cloud is the future and the key infrastructure of the nation, so the cloud computing market needs healthy development.

MIC will set a strategy at the ministerial level on domestic cloud computing development.

Digital technology firms have to take responsibility for the industrialization and modernization of the country. This is a vast market for Vietnam’s technology firms.

Investment in digital platforms, telecommunications 

MIC in a series of recent conferences has pointed out various directions to promote the development of businesses and associations in information and communications.

Hung believes that if Vietnam has digital platforms of its own based on data found on platforms, the wealth will belong to Vietnamese. In other words, developing digital platforms is an important task.

For example, if 100,000 hotels and accommodation facilities in Vietnam use hotel management software developed by ezCloud, a Vietnamese platform firm, data about tourism will be stored in Vietnam.

With the appearance of AI, Hung said that press agencies should create more value and provide more analytical articles, and use AI more regularly to convert information into knowledge.

MIC has designed a set of criteria used to measure digital transformation of the press. The Press Authority will publicize assessment results annually.

In the field of telecommunications, very little investment has been injected into the telecommunication infrastructure. For many reasons, domestic telecom carriers spend little on investment, though they know the investments in telecommunication infrastructure will bring long-term benefits.

To solve the problem, MIC will release guidance on investments for telcos.
