Throughout his 45 years as a Party member, Mr. To Lam has held various key roles, from grassroots positions to the highest leadership in the Party and State.
In every position and circumstance, he has consistently demonstrated firm political resolve, absolute loyalty to the Party’s ideals, and wholehearted service to the people. He remains committed to Marxism-Leninism and Ho Chi Minh’s thought, national independence, and socialism - embodying the moral integrity, fighting spirit, and exemplary role of a true Party member.
A unifying figure at the helm of Party leadership
As General Secretary, Mr. To Lam has played a central role in building Party unity, aligning the will and action of the Party Central Committee, the Politburo, and the Secretariat. Under his leadership, the Party has achieved significant milestones in national development.
He is recognized for his strategic vision, bold thinking, and decisive actions - particularly in reshaping Vietnam’s political-administrative system toward a “lean, effective, and efficient” model. This reform has been implemented in a coordinated, stable manner and has earned broad public support.
Throughout his tenure, Mr. To Lam has placed citizens at the heart of policymaking. He views the happiness of the people as the highest goal of the Party’s mission.

Following the successful 14th National Party Congress, seen as a critical turning point for Vietnam’s sustainable development, Mr. To Lam has continued guiding the Party’s evolution with intellectual depth and a firm grip on both theory and practice.
He and the Party Central Committee have led the development of innovative, scientifically grounded documents outlining a clear roadmap for national progress in a new era.
The personnel process for the Congress was also carried out with rigor and objectivity, producing a leadership team that meets the expectations of both the Party and the people.

Taking the podium, General Secretary To Lam said he was deeply honored to receive this prestigious badge on such a meaningful occasion.
He called it a great personal honor and a recognition of his long-standing commitment to the revolutionary mission of the Party and the country.
Reflecting on his journey, To Lam said the past 45 years were marked by an unshakable oath to the Party - absolute loyalty to its ideals, lifelong dedication to national independence and socialism, and readiness to fulfill any task entrusted by the Party, State, or people.
He expressed deep gratitude to the Party, former leaders, comrades, and agencies where he had served.
Party Chief To Lam said the 45-year badge was not only a source of pride but also a solemn reminder to continue self-reflection and improvement. He pledged to uphold revolutionary ethics, preserve the honor of being a Party member, and serve as a moral and ideological role model.
Commitment renewed for a new era
Faced with the increasingly complex demands of national renewal and development, the General Secretary reaffirmed his determination to remain politically steadfast and dedicated to the Party’s goals.
