President Putin congratulated the Communist Party of Vietnam on a well-organized and meaningful congress. He also extended his personal congratulations to the newly elected Central Committee, the Politburo, and General Secretary To Lam on earning continued trust and leadership for the new term.

The Russian leader described the Party Congress as a pivotal political event that sets the strategic direction for Vietnam’s future development. He emphasized its role in defining key national goals and measures to ensure rapid, sustainable progress toward Vietnam’s vision of becoming a high-income developed country by 2045.

President Putin highlighted Party Chief To Lam’s re-election as a reflection of his strong political reputation and significant contributions to formulating long-term socio-economic strategies, defending national interests, and enhancing Vietnam’s international standing.

Expressing gratitude on behalf of the Communist Party and the people of Vietnam, General Secretary To Lam thanked President Putin for his heartfelt congratulations and attention to this important political milestone.

He acknowledged the traditional friendship and longstanding support from Russia - formerly the Soviet Union - throughout Vietnam’s history, especially during key national developments such as the recent congress.

Mr. To Lam noted that the 14th National Party Congress had concluded successfully, fulfilling a historic mandate. The congress reviewed the implementation of the 13th Congress’s resolutions, assessed four decades of Doi Moi (renovation), and examined outcomes of national development strategies. It laid out comprehensive objectives not only for the next five years but also for Vietnam’s long-term direction in the new development era.

Vietnam remains firmly committed to national independence and socialism under the leadership of the Communist Party, he affirmed. The congress endorsed a new growth model centered on knowledge-based, digital, green, and circular economies, while strengthening Party-building and promoting a clean, capable political system.

The congress also emphasized foreign relations and international integration as a core, ongoing task. Vietnam will continue pursuing an independent and self-reliant foreign policy based on diversification, multilateralism, resilience, peace, friendship, cooperation, and sustainable development.

General Secretary To Lam reaffirmed that Vietnam regards Russia as one of its most trusted and important partners in Europe. He expressed a strong desire to further deepen the Vietnam–Russia Comprehensive Strategic Partnership.

President Putin underscored Russia’s high regard for its partnership with Vietnam, built over 75 years of enduring friendship. He affirmed that Russia remains committed to strengthening bilateral ties for the benefit of both peoples and to supporting regional stability and security in the Asia-Pacific.

President Putin also expressed appreciation for Vietnam’s participation in the 80th anniversary of the Great Patriotic War victory and thanked To Lam and the Vietnamese delegation for their presence.

The two leaders agreed to maintain open and constructive dialogue based on mutual understanding, respect, and shared interests, with a focus on both traditional areas of cooperation and new, high-potential sectors.

President Putin extended an invitation for General Secretary To Lam to visit Russia at a convenient time. Mr. To Lam gladly accepted and extended a reciprocal invitation for Putin to visit Vietnam in the near future.
