The project will be developed under Vietnam’s Investment Law, with a total investment of over $8.1 billion (196.4 trillion VND). Investor equity must account for no less than 15% of the total investment.
The airport will be built across several communes - Gia Binh, Luong Tai, Nhan Thang, and Lam Thao - and span approximately 1,885 hectares, including over 922 hectares of double-crop rice fields, which will be fully converted in accordance with land use regulations.
Designed to meet the highest global standards, the airport will be a smart, green, and sustainable dual-use facility - serving both civil aviation and national defense. It will also support high-level diplomatic events, including the 2027 APEC Summit.
The airport is expected to achieve Skytrax five-star international service standards and rank among the top 10 global airports for passenger experience, as recognized by the Airports Council International (ACI).
Phased construction timeline and capacity targets
Gia Binh Airport will be classified as a 4F international airport under ICAO standards.
Its phased operational targets include:
By 2030: capacity to handle 30 million passengers/year and 1.6 million tons of cargo/year
By 2050: expanded to serve 50 million passengers/year and 2.5 million tons of cargo/year
The National Assembly has outlined a phased construction schedule:
2025–2027: complete essential facilities to serve the 2027 APEC Summit
2026–2030: finish remaining Phase 1 infrastructure to reach 2030 capacity targets
2031–2050: develop final infrastructure for full 2050 capacity
The project will operate under a 70-year term.
Cultural heritage relocation and land clearance
The resolution grants Bac Ninh People’s Committee the authority to relocate historical and cultural sites affected by the project.
All relocations must be transparent, publicly consulted, and designed to preserve and promote the cultural value of the sites.
In case of legal or procedural complications, the Government is tasked with providing guidance to ensure compliance.
Clear responsibilities for government and investors
The Government will oversee project implementation, ensuring that goals are met with transparency, efficiency, and public support. It is also responsible for providing clear communication to the public on the project’s intent and progress.
The Bac Ninh Provincial People's Committee is responsible for land clearance, resettlement, land allocation, and leasing.
The selected investor must comply with all relevant laws and the National Assembly’s resolution in executing the project.
