The Vietnamese government is studying the application of key performance indicators (KPIs) to assess selected tasks carried out by ministries, sectors and local authorities, Deputy Prime Minister Nguyen Van Thang said on June 2.

Speaking at a meeting on a proposed KPI scoring framework for ministries, agencies and localities regarding public investment disbursement, the Deputy Prime Minister said the initiative would initially focus on measuring the performance of public investment capital disbursement before potentially expanding to other areas of government work.

Presenting the draft scoring proposal, Deputy Minister of Finance Nguyen Duc Tam said evaluations are expected to be conducted on both a monthly and annual basis.

The annual score would serve as the primary benchmark for assessing the fulfillment of public investment disbursement targets assigned by the Prime Minister. Monthly scores would be used to recognize ministries, agencies and localities with strong performance while urging those with weaker results to improve.

The proposed monthly and annual assessment frameworks would cover two categories of public investment capital: capital allocated under the current year's plan and capital carried forward from previous years for continued implementation and disbursement.

Under the monthly assessment model, the total score would be 100 points, based on three criteria. The first, worth 45 points, measures the ratio of disbursed planned capital against the national average disbursement rate by the end of each month. The second, also worth 45 points, evaluates the amount of capital disbursed during the month compared with the amount registered for disbursement. The final 10 points assess compliance with reporting requirements through the national integrated financial database system.

For annual evaluations, the total score would also be 100 points. Ninety points would be allocated to the disbursement rate achieved compared with the national target required under the Prime Minister's directive, while the remaining 10 points would reflect compliance with reporting obligations.

Concluding the meeting, Deputy Prime Minister Nguyen Van Thang stressed that public investment disbursement remains one of the government's most important annual political tasks, contributing to socio-economic development, job creation and the country's goal of achieving double-digit economic growth.

He said the issuance of regulations governing the KPI scoring system for public investment disbursement is necessary. Beyond this area, the government is also considering applying KPI methodologies to other tasks performed by ministries, sectors and local governments.

According to the Deputy Prime Minister, the move is intended to improve the effectiveness and efficiency of leadership, direction and implementation across government operations.

He added that KPI-based assessments in public investment disbursement would help improve the use of investment capital, strengthen administrative discipline and accountability, and encourage greater initiative among organizations and individuals responsible for implementing disbursement tasks.

Based on reports from the Ministry of Finance and feedback from ministries, sectors and local authorities, Nguyen Van Thang agreed on the need for a Prime Ministerial decision establishing the KPI scoring framework for public investment capital disbursement.

The Ministry of Finance will be responsible for guiding local authorities in calculating and reviewing the indicators to ensure the assessment process is as simple and practical as possible. KPI calculations and scoring will be conducted monthly, with more in-depth evaluations carried out quarterly.

The ministry has been instructed to fully incorporate feedback and finalize the draft in accordance with legal requirements and administrative procedures before submitting it to the Prime Minister by June 6.

The Deputy Prime Minister also asked the ministry to carefully review factors that may be excluded from disbursement score calculations, ensuring the process remains fair, transparent and aligned with real-world conditions.

The KPI scoring system will be piloted from July through September before being officially implemented nationwide.
