The Government has largely finalized plans for consolidating and merging ministries and agencies, as well as reorganizing internal structures, in line with directives from the Central Steering Committee and the Government.

During a special Government meeting on legislative development, chaired by Prime Minister Pham Minh Chinh, discussions focused on seven critical draft laws and resolutions related to organizational structure, which will be presented to the National Assembly at an extraordinary session in February.

A more efficient organizational model

The Prime Minister emphasized that these draft laws and resolutions are vital for institutionalizing the Party's directives on reforming the organization and operations of the Government and local administrations.

He stressed the importance of achieving a structure that is "streamlined, strong, efficient, and effective."

With a spirit of bold reform from top to bottom and vice versa, following the principles of "the central government sets the example, and local governments respond" and "making progress while maintaining functionality," the Prime Minister underscored that the new model must deliver better results and greater benefits to the people.

Acknowledging the complexity and difficulty of the task, the Prime Minister urged Government members to remain focused and work urgently to address structural and operational issues within the set timeline, ahead of upcoming meetings of the Central Committee and National Assembly.

Ministers and sector leaders were instructed to personally oversee the development of relevant legal frameworks.

They were tasked with adopting a practical and responsible approach, cutting unnecessary procedures, and decisively eliminating redundant formalities.

This includes enhancing decentralization, delegation of authority, and empowerment, coupled with proper resource allocation and strengthened oversight mechanisms to ensure effective governance.

The Prime Minister stressed that delegation of authority must be accompanied by accountability.

Those assigned responsibilities must make decisions and bear the corresponding accountability before the Government and the law.

He also called for consolidating the Government's and local administrations' authority in the Law on the Organization of the Government and the Law on the Organization of Local Administrations, avoiding fragmentation across specialized laws.

The Prime Minister advocated abandoning outdated management mindsets such as "prohibit what cannot be managed" and adopting a more flexible approach where individuals or businesses are allowed to innovate unless explicitly prohibited by law.

Additionally, he emphasized the need for digital transformation, the adoption of artificial intelligence (AI), and the creation of digital data to streamline organizational structures and workforce efficiency.

No delays in implementation

The Prime Minister highlighted that laws must be clear, practical, and enforceable.

Issues that are well understood, supported by evidence, and widely accepted should be codified into law, while areas of uncertainty should be designed with flexibility to adapt to evolving realities.

He praised the Ministry of Home Affairs for its efforts in developing complex proposals for streamlining and reorganizing the machinery of government.

As a result, the Government has nearly completed its proposals for consolidating ministries and agencies and reorganizing internal structures.

However, he noted the need for continued engagement with stakeholders to address remaining gaps and refine policies to ensure comprehensive coverage.

Ministers and sector leaders, in collaboration with the Ministry of Home Affairs, were tasked with finalizing plans for further streamlining internal structures, defining roles, and clarifying functions to submit to competent authorities.

Departments and agencies whose streamlining efforts have not yet met their targets must conduct further reviews to ensure practical outcomes.

The Prime Minister urged immediate action on permissible matters without delays, except in cases requiring approval from the Central Committee or National Assembly.

A draft resolution on establishing new ministries under the 15th Government (2021-2026).

A draft resolution on the composition and size of the Government during the 16th National Assembly term.

A draft resolution addressing legal inconsistencies in the reorganization of government structures.

The revised Law on the Promulgation of Legal Normative Documents.

A draft law on Vietnam's participation in United Nations peacekeeping operations.
