The Ministry of Finance has issued a draft on conditions to lift the ban on Vietnamese playing at casinos.  

In order to play at casinos, visitors must be over 21 years old and have a copy of personal income tax declaration and statement of monthly income from their workplace to prove that their monthly taxable income is at least VND10m (USD440). 

If they have other forms of income, they need to show rental contracts, bank account savings or other legal papers to prove that their monthly income is VND10m.

The casinos will keep the papers for at least three years to manage and monitor their players. 

All details from names, to passport numbers, portrait photos and the hours the players enter and leave the casinos must be recorded. Regular state inspections will also check on the papers.

Players will have to buy tickets in order to enter the casinos. The revenue will be contributed to local budget and the local authorities must spend at least 60% of the revenue to invest in education and health sectors.

Enterprises have to prove that they have completely disbursed the fund, completed the tourism or entertainment complex that the casinos are a part of, and must be audited by independent auditing organisations in Vietnam. 

The number, types, and the usage of gambling machines must be reported to the Ministry of Finance, the local departments of finance, taxations departments and the departments of culture, sports and tourism.

In February, the Ministry of Finance also issued regulations that will allow firms to hold dog and horse races and international football betting to prevent illegal betting sites and illegal money transfers.
