On the afternoon of November 28, the Hanoi People’s Council elected Vu Dai Thang, Deputy Secretary of the 18th Hanoi Party Committee, as Chairman of the Hanoi People’s Committee for the 2021–2026 term.

This decision was made during the 28th session of the 16th Hanoi People’s Council, where several items within its authority were reviewed and finalized. The council formally elected Vu Dai Thang as the new Chairman of the Hanoi People’s Committee, succeeding Nguyen Duc Trung.

During the same session, delegates of the People’s Council approved the dismissal of Nguyen Duc Trung from his position as Chairman of the Hanoi People’s Committee for the 2021–2026 term.

Earlier that day, the Hanoi Party Committee held a conference to announce a decision from the Politburo regarding personnel appointments. According to the decision, the Politburo reassigned and appointed Vu Dai Thang, then Secretary of the Quang Ninh Party Committee, to join the Hanoi Party Executive Committee and Standing Committee, assuming the role of Deputy Secretary of the Hanoi Party Committee.

The current leadership structure of the Hanoi People’s Committee now includes Chairman Vu Dai Thang and five vice chairpersons: Duong Duc Tuan, Nguyen Manh Quyen, Nguyen Xuan Luu, Vu Thu Ha, and Truong Viet Dung.

Thang, 50, hails from Hanoi. He holds a master’s degree in International Relations from Waseda University (Japan), as well as bachelor's degrees in Foreign Trade Economics and Law. He is a former alternate member of the 12th Party Central Committee and a full member of the 13th Party Central Committee.

Thang previously served as Director of the Department for Economic Zone Management under the Ministry of Planning and Investment. From 2010 to 2015, he was Vice Chairman of the Ha Nam Provincial People’s Committee. In March 2018, he was appointed Deputy Minister of Planning and Investment.

Between August 2020 and October 2024, Thang was the Secretary of the Quang Binh Party Committee, and was re-elected for a second term. In October 2024, the Politburo reassigned him to serve as Secretary of the Quang Ninh Party Committee for the 2020–2025 term.
