At the event, Nguyen Quang Duong, Deputy Head of the Central Organization Commission, explained the reason behind Mr. Nguyen Duc Trung’s departure from his position as Deputy Secretary of the Hanoi Party Committee.

According to the announcement, due to unforeseen and urgent health issues recently arising - along with Trung’s personal request - the Politburo approved for him to step down from the Party Executive Committee, the Party Standing Committee, and the position of Deputy Secretary of the Hanoi Party Committee.

Trung has now been reassigned to serve as Deputy Head of the Central Policy and Strategy Committee.

At the same time, the Politburo has issued decisions to transfer and appoint new personnel to assume the role of Deputy Secretary of the Hanoi Party Committee.

Previously, on November 10, the Politburo decided that Trung would step down from the Executive Committee, the Standing Committee, and the position of Secretary of the Nghe An Provincial Party Committee.

He was then transferred and appointed to join the Executive and Standing Committees of the Hanoi Party Committee, taking the role of Deputy Secretary for the 2025–2030 term.

On November 13, the 16th session of the Hanoi People's Council elected Trung as Chairman of the Hanoi People's Committee for the 2021–2026 term.

Trung was born on March 21, 1974, in Tinh Hai Commune, Tinh Gia District, Thanh Hoa Province. He holds a master’s degree in economics.

He has previously held several key positions, including:

Director of the Department of Organization and Personnel

Director of the Department of Local and Regional Economy

Director of the Department of Infrastructure and Urban Development under the Ministry of Planning and Investment
From January 2019 to February 2020, he served as Deputy Minister of Planning and Investment.

From March 2020 to November 2024, he was the Secretary of the Party Committee and Chairman of the People's Committee of Nghe An Province.

In November 2024, he was elected as Secretary of the Nghe An Provincial Party Committee, and was re-elected in October 2025.
