The decision was conveyed in a statement by Hanoi People’s Committee regarding the progress of major bridge projects over the Red River.

Chairman Tran Sy Thanh confirmed the decision to invest in the Tu Lien, Tran Hung Dao, and Ngoc Hoi bridges. These projects will be implemented using public investment funds.

The Tu Lien Bridge, along with the connecting road to the Hanoi–Thai Nguyen Expressway, will be financed by public investment. Vice Chairman Duong Duc Tuan has been assigned to work with relevant units to finalize an effective and feasible investment plan for the bridge’s construction.

The Hanoi Department of Planning and Investment (DPI) has been instructed to review the pre-feasibility study submitted by the Department of Transport and propose recommendations to the People’s Committee for submission to competent authorities. The investment policy is expected to be approved by January 2025.

The Tran Hung Dao Bridge project, including roads on both sides of the bridge, will also be funded through public investment.

The Department of Transport is tasked with preparing a pre-feasibility study for the project, ensuring compliance with regulatory procedures. The DPI will coordinate with relevant stakeholders to allocate public investment funds for the project’s timely and effective implementation.

The Ngoc Hoi Bridge project, along with its approach roads, will be financed by Hanoi’s public funds, contributions from Hung Yen Province, and central government support.

Chairman Tran Sy Thanh has directed relevant departments, agencies, and districts to coordinate with Hung Yen Province to implement the project. Hanoi’s Department of Planning and Architecture will oversee the architectural design competition for the main bridge over the Red River.

The DPI will review the pre-feasibility study for the project and submit recommendations to Hanoi People’s Committee, aiming for approval of the investment policy by January 2025.

The three bridges are expected to enhance connectivity between Hanoi and neighboring areas, reduce traffic congestion, and support the city's long-term urban planning and economic development.
