The official said to implement this plan, a lot of tasks must be accomplished, especially preparation of an  information technology base and a database of land.

Nghia said the issuance of the red book is related to other state agencies so the network connection between these agencies is a must.

He also said the department did not set the specific date but the agency is trying its best to implement this as soon as possible.

“Issuing the red book via Facebook will be very effective. Although the state agencies will have to work harder, this will help people and organizations save time to get the red book," he said.

He revealed that a working group inspected the issuance of the red books in 27 districts and towns in Hanoi. By June 20th, Hanoi had issued nearly 1.5 million red books to owners of land and apartments.

Granting the red book to local residents and organizations is a key task in 2016 and 2017 of Hanoi authorities. The city targets to complete this task by the end of June 2017.
