Hanoi’s Department of Internal Affairs has been heavily criticised by the Ministry of Internal Affairs after it issued a document which tweaked the recruitment policies for full-time teachers.

Hanoi’s districts recruit full-time teachers for local schools and after the candidates are recruited, the local Department of Internal Affairs applied their new Document 2973 on November 26, 2015, requesting re-checks on their entry test point scores based on a different method calculation from that regulated in Government Decree 29.

Many of the candidates, including those who had been successful, that were rejected due to the new style of calculation petitioned the Hanoi Department of Internal Affairs but have yet to receive a reply. They also publicised the case to the press.

The Ministry of Justice said that Hanoi’s Document 2973 on the implementation of Government Decree 29 on recruiting of state employees was illegal.

Deputy Minister of Internal Affairs Tran Anh Tuan also said that state employee recruitment must be based on solely on the measures outlined in Government Decree 29. The Hanoi People's Committee was requested to annul the document.

However, the Hanoi Department of Internal Affairs claimed the document was legal, explaining that their document only helps to improve the transparency of the recruitment method based on candidate graduation scores. The department continues to claim that they method would help recruitment boards.

Under Decree 29, candidate graduation scores are calculated based on the average point of subjects at their graduation exam, but the department's document said that the graduation score must be also included the scores of vital subjects such as Marxism-Leninism and Ho Chi Minh Ideology.

According to the Ministry of Internal Affairs, this interpretation by the Hanoi Department of Internal Affairs was well beyond the rights the local department had to tweak regulations.
