The Hanoi People's Committee has issued a directive to ensure the security and safety of flights conducted by the Air Defense - Air Force during events marking the 80th anniversary of the August Revolution and National Day.

According to the document, in recent days, various airborne objects such as balloons, sky lanterns, and toy aircraft have been released illegally in Hanoi, along with unauthorized use of flycams by individuals and organizations. These actions have disrupted flight training operations preparing for the Air Defense - Air Force’s participation in the celebrations.
From August 28, 30, 31, and September 2, the Air Defense - Air Force will conduct practice flights and take part in the official National Day commemoration and parade.
To safeguard these flight activities, the Hanoi People's Committee has directed departments, agencies, and local authorities at all levels to fully implement and communicate key legal documents: Government Decree 36/2008 on managing unmanned aircraft and ultralight aerial vehicles; Government Decision 95 banning the production, importation, storage, transportation, sale, use, and release of sky lanterns; and Government Decree 144/2021 outlining administrative penalties in areas of security, social order, fire prevention, search and rescue, and domestic violence prevention.
Regarding specific responsibilities, the city has instructed the Hanoi Police Department to monitor local situations and collaborate with relevant forces to maintain security and public order. Authorities are also tasked with intensifying patrols, detecting and promptly preventing any acts involving the sale or release of kites, balloons, flying toys, or sky lanterns that could endanger Air Defense - Air Force operations.
