On the afternoon of June 24, a representative from the Quoc Oai District Police confirmed that the District Police Investigation Agency had decided to prosecute the case for "Violating regulations on labor safety causing serious consequences" in Dong Yen commune.

According to the Dong Yen Commune People's Committee report, the incident happened around 7:10 p.m. on June 18 in Viet Yen village.

Mr. D.D.Th. (born in 1975, residing in Viet Yen commune, Quoc Oai district) was working at the Dong Yen B kindergarten construction site when he noticed a power outage.

Upon investigating the back of the construction site where the construction material hoist was located, Mr. Th. discovered 10 injured people lying on the ground below the hoist area, the result of a broken material hoist cable.

Mr. Th. immediately called for assistance from others at the construction site, including V.V.Ng. (born in 1991) and D.T.D. (born in 1984), to transport the victims to the 105 Military Hospital for emergency treatment.

Unfortunately, by around 9:00 p.m. the same day, three of the victims succumbed to their injuries: N.D.Th. (born in 1976, residing in Dong Quang commune, Quoc Oai district), L.V.S. (born in 2001, residing in Chieng Luong commune, Mai Son district, Son La province), and Ng.V.Y. (born in 1988, residing in Bac Me district, Ha Giang province). The seven injured victims are receiving treatment at Military Hospital 105.

The Quoc Oai district police are collaborating with professional units of the Hanoi City Police to investigate the case further.
