This major administrative shift was announced by Cu Ngoc Trang, Director of the Hanoi Public Administrative Services Center, who signed the decision approving the restructuring of land data procedures under the jurisdiction of the Hanoi People’s Committee.

The new system receives 100% of land data requests via a fully online process, removing the need for geographic or administrative boundaries and officially ending in-person filings.

For individuals requesting land data to verify eligibility for social housing purchases, the application must be submitted via an interactive e-form configured according to Form No. 02 of Circular 05/2024/TT-BXD, amended by Circular 09/2025/TT-BXD.

There is no longer a need to submit Form No. 14 attached to Decree 151/2025/ND-CP.

For other types of land data requests, the required e-form remains based on Form No. 14.

Applicants are no longer required to provide digital signatures or paper documents with physical signatures. Results will be returned directly through the public services account. If a physical copy is needed, it will be mailed to the applicant via postal services.

This category of procedure has historically generated one of the largest volumes of paperwork in Hanoi, especially during periods of increased demand for verifying home ownership status in relation to social housing projects.

According to the Hanoi Public Administrative Services Center, more than 13,500 applications were filed between July 1 and September 21, 2025. During this period, citizens had to submit documents in person, leading to long waits and congestion at public offices.

In response, the city determined that fully restructuring and digitizing the entire process was the most effective and sustainable solution to improve convenience for residents.

Under the new system, residents no longer need to make four separate trips for their applications  -  now everything can be done anytime, anywhere.

Public agencies also no longer need to handle or store physical documents, significantly improving efficiency in a digital environment.

The new procedure is estimated to save approximately 30 billion VND (around 1.2 million USD) per year in compliance costs.
