The Vietnam Institute for Urban and Rural Planning (VIUP) under the Ministry of Construction has recommended three options to relocate the headquarters of 12 ministries and agencies out of Hanoi’s city-centre by 2030. The proposal was made under the instruction of Construction Minister Pham Hong Ha.

According to the first option, the headquarter of the ministries of Planning and Investment; Industry and Trade; Justice; Construction; Transport; Labour, Invalids and Social Affairs; Health; Agriculture and Rural Development; Culture, Sports and Tourism; Information and Communications; Education and Training and the Vietnamese Fatherland Front will be moved to the west of the West Lake in Tay Ho District. Meanwhile, the Vietnam Insurance headquarters are being built in Me Tri Ha area in Nam Tu Liem District.

The planned area for the headquarters with a total of 14,000 people would be around 35 hectares. The construction is forecasted to cost VND11.897 trillion (USD517.26 million).

VIUP said Tay Ho District is near the central district of Ba Dinh.

Under the second option, the relocation would cover 55 hectares in Me Tri Ha area, which would cost VND14.326 trillion (USD622.86 million).

Me Tri Ha has enough land but the infrastructure is insufficient already given the large amounts of traffic.

The third option includes relocation carried out in both the West of the West Lake and Me Tri Ha area. Of which, six headquarters would be located in Tay Ho District. This plan would cost VND17 trillion (USD739.13 million).

The third option can help to ease city centre problems, but would be quite expensive.

The investment for the relocation is expected to funding by the transfer of ownership right on land plots in the West of the West Lake and Me Tri Ha areas as well as the old headquarters of ministries and agencies.

Surprisingly, no traffic impact assessments have yet to be carried out on any of the proposals.
