Of the 17 projects, 11 were inaugurated or technically opened to traffic, representing total investment of around $515 million. Six newly launched projects have combined investment of approximately $14.75 billion.
The projects span a wide range of sectors, from roads, railways and water supply and drainage to urban renewal and redevelopment, as well as efforts to enhance the value of the West Lake area.
According to Hanoi People’s Committee Chairman Vu Dai Thang, the 17 projects fall into two areas the city is currently focusing on: addressing immediate infrastructure needs and creating additional capacity and development space for Hanoi in the years ahead.
Two railway projects worth more than $1.5 billion
Among the newly launched projects is Component Project 2 for the construction of Ring Road 3.5 from Phuc La-Van Phu to the Phap Van-Cau Gie Expressway, with total investment of about $216 million and a length of approximately 10.7km.
The road will have six motor-vehicle lanes and two parallel frontage roads. It will begin in Kien Hung Ward and end at its intersection with the Phap Van-Cau Gie Expressway, connecting with Ngoc Hoi Bridge. The project is scheduled for completion in 2027.
Alongside road infrastructure, Hanoi has begun work on two national railway projects.
The Eastern Ring Railway from Ngoc Hoi to Kim Son has total investment of about $1.07 billion and will feature a double-track, 1,435mm-gauge railway. The main Thuong Tin-Kim Son section will run for approximately 31.36km, with an additional branch of around 3km connecting to Ngoc Hoi.
The project to realign the Hanoi-Ho Chi Minh City railway between Phu Xuyen and Ngoc Hoi has total investment of about $478 million.
The realigned section will stretch for around 26.5km, together with approximately 3km connecting Ngoc Hoi to the Bac Hong-Van Dien ring railway. The project includes three new stations on the realigned 1,000mm-gauge line: Ngoc Hoi as a passenger hub, Thuong Tin as a freight hub and Phu Xuyen as a passing station.
The two railway projects are expected to strengthen connectivity, expand urban development space, link economic corridors and improve logistics capacity across northern Vietnam.
One of the largest projects by investment is the Vinh Hung urban renovation, upgrading and redevelopment project, with total investment of about $7.14 billion and a study area of approximately 447 hectares.
Of this, around 206.1 hectares will be designated for urban renovation and redevelopment, while approximately 240.9 hectares will undergo urban upgrading and improvement.
It is one of three major projects using non-budget funding selected as flagship projects to break ground for the September 2 National Day holiday.
At the southern gateway to the capital, a multi-purpose urban development in Binh Minh and Tam Hung communes has total investment of approximately $4.27 billion. Covering about 599.6 hectares, it is designed for a population of around 105,087.
Scheduled for completion in 2030, the project is expected to create housing for resettlement and facilitate land clearance for major projects. It will also add social and commercial housing supply to meet the needs of residents in Hanoi and surrounding areas.
Improving the quality of West Lake’s waterfront
Another notable project among the six breaking ground is an initiative to renovate and enhance the West Lake area and develop its lakeside scenic road.
The project has total investment of approximately $1.16 billion and will be implemented as a public-private partnership under a Build-Transfer (BT) contract.
The study area covers about 567.75 hectares, including approximately 520.90 hectares of West Lake’s water surface and 46.85 hectares of land.
Major components include the renovation and upgrading of around 13.5km of roads along West Lake, as well as squares, viewing decks, scenic bridges, boat piers, parks, flower gardens, underground parking facilities combined with commercial services, and environmental protection infrastructure.
Hanoi People’s Committee Chairman Vu Dai Thang said the city considers West Lake an area of exceptional landscape, environmental, historical and cultural value to the capital.
Investment in the area must therefore be approached comprehensively rather than simply as an effort to upgrade a road or build a number of additional facilities.
“The goal should be to improve the quality of the lakeside environment, upgrade infrastructure and public spaces, protect the environment, and better promote West Lake’s distinctive values so that residents and visitors can more easily access, use and enjoy the area,” Thang said.
According to the Hanoi chairman, one notable feature of the 17 projects is the scale of private and other non-state resources being mobilized for the capital’s development.
Their combined investment stands at around $15.27 billion, including approximately $13.06 billion in non-budget funding, concentrated in the West Lake, Vinh Hung and Binh Minh-Tam Hung projects.
For the 11 completed projects, Thang called for them to be brought into coordinated operation as soon as possible so they can deliver practical benefits.
For the six projects now getting underway, he said the relevant units must ensure careful implementation from the outset. City agencies must proactively resolve difficulties and take greater responsibility in handling their work.
Hanoi’s 17 flagship projects for the September 2 National Day
The 11 projects inaugurated or technically opened to traffic focus mainly on transportation and urban drainage. They include the Hoang Cau-Voi Phuc section of Ring Road 1; Phu Do regulating lake; the renovation of Thuy Phuong Canal to replenish the To Lich River; Yen Nghia 1 regulating lake; Thuy Phuong 2 regulating lake; renovation of the lower Kim Nguu River connecting the To Lich River with Yen So Pumping Station; Me Tri headwater lake, also known as Dong Bong 2 Lake; additional pumping stations, regulating tanks and drainage pipelines; drainage works to tackle flooding in several areas; upgrades and capacity expansion for pumping stations and drainage systems along Thang Long Boulevard; and Yen Nghia 2 regulating lake.
The six projects breaking ground are Ring Road 3.5 from Phuc La-Van Phu to the Phap Van-Cau Gie Expressway; the Ngoc Hoi-Kim Son section of the Eastern Ring national railway; the realignment of the Hanoi-Ho Chi Minh City railway between Phu Xuyen and Ngoc Hoi; the Vinh Hung urban renovation, upgrading and redevelopment project; the multi-purpose urban development in Binh Minh and Tam Hung communes; and the West Lake renovation and enhancement project and its lakeside scenic road under a BT contract.
