Twenty-one socio-economic projects in Hanoi are likely to lag behind schedule in 2020, reported Director of the municipal Department of Planning and Investment Nguyen Manh Quyen in a meeting on July 10 between Hanoi’s leaders and heads of districts.

Quyen said that Hanoi currently has had 55 major projects worth over 487.27 trillion VND (21.46 billion USD), including 26 projects using the city’s budget and official development assistance (ODA); 27 in the form of public-private partnership (PPP); and two using capital mobilised from society.

As of the end of June 2018, four projects have been completed, while 17 remain in progress, and the remaining 34 have just finalised investment procedures.

Invested in by the city’s budget and ODA sources, the four finished projects include the flyover at O Dong Mac-Nguyen Khoai crossroad, Co Linh flyover, Nhan Chinh park, and Hanoi Hospital of Obstetrics and Gynecology.

Quyen pointed out that the main reason behind the delayed progress of the stagnant projects is difficulties in site clearance. Otherwise, some projects had their designs adjusted and others had their PPP investment procedures prolonged, he added.

A report from the Hanoi People’s Committee also confirmed these reasons.

In order to speed up the progress of the projects and distribution pace, the city will apply measures to complete ground clearance faster in 2018. Leaders of the People’s Committees of districts, and townships will bear the responsibilities for the work.

Municipal departments and sectors were asked to propose policies and provide capital to projects, while ensuring the efficiency of administrative reform.

The Hanoi People’s Committee has also requested investors to make plans to speed up the progress of their projects, reporting development stages and and obstacles facing them in order to seek timely solutions.-VNA
