At around 5pm on Thursday, residents of the Vinaconex 1 apartment complex in Cau Giay District found a body lying still on the ground. The man had died by the time police arrived.

Police later identified the victim as Pham Van Khuong, deputy director of the city's Department of Agriculture and Rural Development.

The department's director on Thursday night confirmed with Tuổi Trẻ (Youth) newspaper that Khuong fell from the 27th floor of the building.

The 56-year-old official took office in May last year. He previously served as deputy director of the Ha Noi Department of Planning and Investment.

An investigation into the case was ongoing.
