The decision on the center was signed October 24 by Hanoi Mayor Tran Sy Thanh.

The Hanoi Public Administration Service Center is a special administration unit that helps the city’s People’s Committee monitor all administrative procedures, bring convenience to people and businesses, and improve cooperation among local agencies.

According to Thanh, the center will not cause changes to units belonging to municipal agencies. The center was established as a result of the thorough study of the Central Steering Committee which designed it after learning lessons from other administrative models deployed.

Thanh thinks that there will be challenges in the time to come, but they will serve a opportunities to build a new organization, regulation and work culture.

The decision released by Hanoi’s Mayor stipulated that the center have four divisions, including administration and management; administrative procedure examination; inspection and supervision, restructuring and one-stop-shop division, and 30 branches in districts.

After the establishment, Hanoi will continue to check and rearrange 677 one-stop-shop units in the city to ensure streamlining in accordance with decentralization, with the district-level units put at the center.

The center is expected to help fix existing problems, shortcomings and inadequacies of the traditional one-stop-shop model, remove bottlenecks, and stop congestion in dealing with administrative procedures that have a negative impact on the business environment and the development indicators of the city.

With the new center, the reception of administrative dossiers in Hanoi will noy depend on administrative boundaries. All people can access public services within a distance of less than 30 minutes of travel, or within a radius of no more than 5 kilometers. Requests from people will be taken and solved 24/7.

Hanoi hopes that the center will help reach the goal of enhancing the efficiency of administrative procedure control; support the implementation of instructions by city leaders when handling administrative procedures; and improve professionalism and independence in receiving, digitizing, and returning results of administrative procedure settlement.

Hanoi is striving to raise the satisfaction level in administrative procedures to 95 percent. All dossiers will be made public and the process of dealing with procedures will be transparent in supervision and assessment.
