Young scientists under 47 holding the academic titles of associate professor or professor, leading experts and top-tier specialists will be given priority to purchase social housing in Hanoi without having to meet standard housing or income conditions.

Under Resolution 92/2026/NQ-HDND on mechanisms and policies to attract and retain talented individuals, the Hanoi People’s Council allows recognized talents to choose to buy or lease-purchase social housing without being subject to eligibility criteria applied to other groups.
They will also receive financial support of up to 10% of the value of the social housing unit.
In addition to social housing policies, Hanoi provides other forms of housing assistance.
Talented individuals may be allocated housing under city policies.
If they choose not to use city-arranged housing, they will receive rental support of up to six times the Region I minimum wage per month, or four times the Region I minimum wage per month, depending on their category.
Beyond housing, Hanoi is building a comprehensive welfare system to enable talented individuals and their families to settle and work in the capital with peace of mind.
In terms of healthcare, talented individuals and their family members - including biological parents, parents-in-law, spouse, and biological or adopted children under 18 - are entitled to free medical check-ups at public hospitals and healthcare facilities under the city’s management upon request.
In education and training, biological and adopted children under 18 are given priority in selecting educational institutions.
They are exempt from all tuition fees and related service charges when studying at public educational institutions managed by the city.
In addition, the city covers 100% of ticket costs for public mass transit services for talented individuals and eligible family members.
These welfare regimes form only one part of Hanoi’s broader strategy to attract and retain high-quality human resources.
The city will also implement attractive mechanisms such as financial support, salary policies and benefit-sharing from scientific research projects and initiatives.
Talented individuals will be assigned suitable positions and given opportunities to participate in key projects and missions, enabling them to fully leverage their capabilities and contribute to the capital’s development.
Under the resolution, talented individuals are defined as young scientists under 47 holding the titles of associate professor or professor; leading experts and specialists with high professional qualifications in strategic and priority sectors; managers and business executives; outstanding graduates and promising young scientists; and individuals with special talents in various fields.
Other categories may be included based on Hanoi’s development needs and directives from competent authorities, as well as civil servants and public employees recommended and officially recognized as talented.
Previously, Hanoi also approved a case allowing the purchase of social housing without a lottery and without meeting income or housing conditions for individuals whose land was recovered to implement urban renovation and redevelopment projects.
This provision is stipulated in Resolution 69/2025/NQ-HDND dated November 27, 2025 on compensation, support and resettlement policies for urban renovation and apartment reconstruction projects in the city.
