
The Hanoi People’s Committee issued a decision revoking Decision No4126 dated August 24, 2010, regarding permission to convert land-use purposes at No11-13 Nguyen Chi Thanh into a mixed-use complex and housing for sale.
At the same time, city authorities have also revoked all related adjustment and clarification decisions and documents, including Decision No2447 dated May 31, 2011, and Document No9534/UBND-TNMT dated December 28, 2012.
The latest decision by the Hanoi People’s Committee officially marks the end of the mixed-use and residential project at No11–13 Nguyen Chi Thanh Street. The project remained on paper for more than a decade.
Housing construction permits
The Ministry of Construction has just issued a decision announcing amended and supplemented administrative procedures in construction activities. The amendments aim to implement the decentralization and delegation of authority in State management of construction.
The processing time for new construction permit applications for Level III and Level IV works is 20 days from the date of receiving complete and valid application; for individual houses, it is 15 working days.
Losing ownership over verbal promise
According to the statement of T. (residing in HCMC), in 2010, he and his niece G. (residing in HCMC) agreed to co-purchase a house in Thu Duc Ward, HCMC. To have money to buy the house, T. contributed cash, while G. contributed by exchanging another house with the seller. Notably, the capital contribution between T. and G. was only a verbal agreement.
In 2010-2011, T. directly handed over money to the house seller multiple times, totaling VND1.7 billion. When signing the transfer contract, both T. and G. were named on the documents.
In 2012, before T. got married, G. suggested that T transfer his ownership contribution of the house in Thu Duc Ward to her, with a promise that she would buy him another house of equivalent value.
Trusting the family relationship, T. agreed and signed the transfer contract without making any other written commitment. Later, according to T., the promise was broken, while G. had full authority to manage, lease, and benefit from the house.
70 sqm apartments near Hanoi center
A social housing project in the Ha Dinh New Urban Area (Thanh Liet Ward, Hanoi) has adjusted its expected timeline for receiving applications to buy, rent, or lease-purchase apartments.
According to the developer, on December 30, 2025, the consortium sent a document to the Hanoi Department of Construction and the Thanh Liet Ward People’s Committee, announcing that the application period would be postponed to the first quarter of 2026 instead of the originally planned fourth quarter of 2025.
Prior to that, based on information released by the Hanoi Department of Construction, the provisional selling price of apartments in this social housing project was around VND25 million per sqm. At this price, a 70-sqm apartment would cost approximately VND1.75 billion.
Upon completion, slated for the fourth quarter of 2027, the project is expected to provide 440 apartments. Of these, 365 will be social housing units with areas ranging from 70 to 76.2 sqm. The number of social housing units for sale will include 255 apartments, 37 for lease-purchase, and 73 for rent, with the remainder being commercial apartments.
Red River urban subdivision planning
Hanoi People's Committee has just issued a decision approving the Task for the overall adjustment of the Red River urban subdivision planning, at a scale of 1/5,000, for the section from Hong Ha Bridge to Me So Bridge.
The locations are in the wards of Thuong Cat, Dong Ngac, Phu Thuong, Tay Ho, Hong Ha, Bo De, Long Bien, Linh Nam; and the communes of: O Dien, Me Linh, Thien Loc, Vinh Thanh, Dong Anh, Bat Trang, Thanh Tri, Nam Phu, Hong Van - Hanoi.
According to the decision, the scope of the planning adjustment study stretches about 40km along the Red River, passing through many wards and communes in the inner city and the northern and southern belt areas of the city.
