The Hanoi Party Committee has issued a resolution approving in principle the signing and advance payment of contracts for the construction of the five urban railway lines under turnkey contracts.

The simultaneous development of the lines has been identified as an important and urgent task aimed at creating an integrated strategic transport network, expanding Hanoi's development space, generating new growth drivers and increasing the capacity of public passenger transport in the Vietnamese capital.

According to a report and proposal from the Party Committee of the Hanoi People's Committee, a consortium comprising Vinhomes JSC and SGC Investment and Construction JSC was, at the time of the report, the only group of companies prepared to commit maximum resources to completing the projects in 2030.

The Hanoi Party Committee agreed in principle to task the Party Committee of the municipal People's Committee with directing the People's Committee, project owner and relevant agencies to continue considering, within their authority, the selection of the consortium as the designated contractor for negotiations and the signing of turnkey contracts.

The agencies have been instructed to urgently complete the required procedures, conduct negotiations, sign contracts and implement the projects, with the goal of putting all five lines into operation in 2030.

In terms of financing, the city agreed in principle to prioritize sufficient funding for advance payments and project implementation in line with the construction schedule, including allocations from Hanoi's 2026 budget as proposed by the Party Committee of the municipal People's Committee.

Advance payments and subsequent payments must comply with the law and be consistent with contractual terms, implementation progress and the city's ability to balance its budget. The resolution calls for strict controls over the use of funds to ensure they are used for their intended purposes, together with mechanisms for advance-payment guarantees and recovery to prevent losses and waste.

The city has also ordered a comprehensive review of available resources to determine its funding capacity, total requirements and any financing shortfall. This will allow Hanoi to proactively report to and seek support or advance funding from the central government for the projects.

The Hanoi People's Committee and relevant agencies must urgently finalize and submit proposals to the municipal People's Council for special mechanisms and policies governing the implementation of major railway projects in the capital.

The Party Committee of the Hanoi People's Council has been assigned to direct the council in considering and deciding, within its authority, on these special mechanisms and policies. It will also consider adjustments and additions to the city's medium-term public investment plan and its 2026 investment plan based on proposals from the People's Committee.

Throughout implementation, the management and use of funds, advance payments, payments and construction quality will be subject to strengthened inspection and auditing.

The Hanoi People's Council will oversee the mobilization, allocation and use of funds, as well as the recovery of advance payments. The Hanoi Party Committee's Inspection Commission and Internal Affairs Commission will also step up inspections and supervision of project implementation.
