Local representatives noted that Hanoi has introduced a range of measures to improve road safety, including surveillance cameras, AI-powered enforcement systems and additional traffic signs.
However, concerns remain over traffic signal timing at several major intersections.
They called on city authorities to review signal cycles based on traffic volumes at different times of the day and consider adding traffic lights, road markings and right-turn lanes at selected intersections to help reduce congestion.
Two major AI camera projects
The Hanoi People's Committee said Hanoi Police are currently implementing two large-scale surveillance projects.
The first project focuses on upgrading the city's command and information centre while expanding the traffic surveillance network to improve public security and enforce traffic regulations.
It includes the installation of 2,460 cameras, comprising:
1,107 traffic violation enforcement cameras
960 traffic flow monitoring cameras
112 origin-destination (OD) recognition cameras
251 pan-tilt-zoom (PTZ) cameras
30 speed enforcement cameras
The project also includes 13 AI servers, 100 AI-powered traffic signal control cabinets, 36 electronic information displays, and software platforms for automated traffic enforcement, real-time traffic alerts and adaptive traffic signal control at 238 intersections and 38 additional locations across the city.
Construction began in April 2026 and is expected to be completed during the third quarter of this year.
Wider surveillance network
A second project focuses on AI-powered surveillance to strengthen public security and help address five key urban challenges identified by city authorities.
Approved under Decision No. 2105 dated April 20, 2026, the project includes 1,516 additional cameras, 269 AI-enabled traffic signal control cabinets, supporting servers, core network infrastructure and specialised software.
The most significant component is the planned deployment of 20,155 AI cameras covering 993 major streets in central Hanoi.
The system will also extend surveillance to 3,129 three-way, four-way and five-way intersections on inter-commune and inter-provincial roads that currently lack traffic signals.
According to the Hanoi People's Committee, Hanoi Police are finalising project documentation in coordination with relevant agencies to ensure implementation remains on schedule.
The project is expected to be completed within 12 months from the emergency construction order issued on April 20, 2026.
