The announcement was made by Le Trung Hieu, Deputy Director of the Hanoi Department of Finance, at a press briefing held by the Hanoi People's Committee on June 25.

According to Hieu, the 2026 Investment Promotion Conference will take place at the National Convention Center with the participation of approximately 580 to 780 delegates, including domestic and international investors and businesses.

At the conference, Hanoi will officially present the capital's integrated master plan with a 100-year vision. The city will also introduce its investment environment, socio-economic development achievements in 2025 and the first half of 2026, special policy mechanisms, and investment priorities for the next phase of development.

The city will also launch a digital platform featuring a 360-degree data management and digitisation system for investment projects and products. The programme includes presentations by government leaders, international organisations, experts and business representatives on investment opportunities in finance, urban infrastructure, education and innovation.

During the conference, Hanoi will award investment approval decisions and investment registration certificates for new projects, while signing memoranda of understanding (MOUs) with domestic and international corporations and economic organisations. The event will also feature digital technology exhibitions highlighting investment projects and Hanoi's socio-economic achievements.

Under Decision No. 2512 issued by the Hanoi People's Committee on May 13, 2026, the new master plan combines the Capital Planning Framework and the Hanoi General Master Plan into a single integrated blueprint.

The plan covers Hanoi's entire administrative area of approximately 3,359.84 square kilometres. The city's population is projected to reach 14-15 million by 2035 and 17-19 million by 2065.

Hanoi's future urban development follows a "multi-layered, multi-polar and multi-centre" model, with the Red River serving as its principal ecological and cultural landscape corridor. The plan proposes nine development poles, nine major urban centres and nine strategic growth corridors.

Between 2026 and 2035, Hanoi aims to maintain average annual GRDP growth of more than 11%, expanding the city's economy to approximately USD 200 billion by 2035 and around USD 640 billion by 2045.

With a 100-year vision, Hanoi aspires to become a global city defined by its heritage, intelligence, innovation and ecological sustainability, while ranking among the world's capitals with the highest quality of life and levels of happiness.

One of the plan's major breakthroughs is the development of an urban railway network spanning approximately 1,153 kilometres under the transit-oriented development (TOD) model.

Digital technology to showcase the 100-year master plan

The master plan also proposes the establishment of a free trade zone linked to a northern airport city, the development of the Hoa Lac Science and Technology City, construction of the Red River Landscape Boulevard as a new symbol of the capital, planning for a second airport for the Capital Region in the south, and the expansion of smart, green and sustainable urban areas aimed at achieving net-zero emissions.

Alongside the conference, Hanoi will open a public exhibition of the master plan at the Hanoi Museum from June 29, allowing residents and businesses to explore the city's long-term development strategy.

On the ground floor, visitors will find a circular master plan model measuring seven metres in diameter, incorporating the latest planning updates.

The museum's fourth floor, covering approximately 1,200 square metres, will feature a large-scale planning model using 3D mapping technology, planning maps, models of key projects, 3D documentary films and an experimental planning information centre.

According to Le Trung Hieu, holding the Investment Promotion Conference alongside the unveiling of the 100-year master plan demonstrates Hanoi's long-term development vision while reinforcing the city's commitment to improving the investment climate, developing strategic infrastructure, advancing science and technology, promoting innovation, accelerating digital transformation, supporting green growth and deepening international integration.

Hanoi seeks feedback on Red River Landscape Boulevard plan

The Red River Landscape Boulevard project has already received investment policy approval from the city. Hanoi is now simultaneously revising the Red River zoning plan and preparing a detailed 1:500 planning scheme.

According to the Hanoi Department of Planning and Architecture, the revised zoning plan is currently being reviewed by the Ministry of National Defence, the Ministry of Public Security and the Ministry of Construction. Once this process is completed, the city will seek public consultation before finalising the plan in accordance with regulations.

At the same time, investors are preparing the detailed 1:500 planning scheme for the boulevard project, which will also be opened for public consultation before the remaining approval procedures are completed.

Earlier, the 17th Hanoi People's Council approved the investment policy for the Red River Landscape Boulevard project. However, the city has yet to announce the revised Red River zoning plan or approve the detailed 1:500 planning scheme for the project area.
